Regarding the implementation status of the project to enhance traffic connectivity in the Northern mountainous region, the Department of Construction Investment Management ( Ministry of Transport ) said that up to now, the project's construction output has only reached more than 39%, 18% behind schedule and cannot be completed in 2024 as approved.

According to the assessment, the land area is the main cause of the above delay. The report shows that currently, the land area handed over for the entire project is about 81%.

In particular, in 4 packages (XL01, XL03, XL07, XL11), the handed over site for these packages only reached about 40%, greatly affecting the contractor's construction organization.

To speed up the project implementation, the Department of Construction Investment Management requested Project Management Board 2 (investor) to coordinate with the locality, proactively work with the manager of technical infrastructure works to completely resolve problems and promptly hand over the remaining site.

"The investor also needs to continue to organize inspections and review the construction progress for each package based on the handed-over site to make adjustments (if necessary) to ensure completion according to the schedule of the signed contract; Review construction sites and request contractors to urgently arrange sufficient resources to complete the sections where the site is available," the Department of Construction Investment Management proposed.

For more information, the leader of Project Management Board 2 said that to serve the site clearance work, the project to enhance traffic connectivity in the Northern mountainous region was approved by the Prime Minister to add an additional 649 billion VND.

Currently, the Ministry of Planning and Investment is synthesizing and reviewing to submit to the Government for consideration of allocation. "When additional capital is available, we will closely coordinate with localities to speed up the remaining site clearance work," he said.

The Northern mountainous provinces traffic connection project funded by the Asian Development Bank and the Australian Government aims to shorten the journey from the political and economic centers of Lai Chau, Lao Cai, Yen Bai provinces and other related localities to Hanoi, improving the efficiency of exploiting the Hanoi - Lao Cai expressway.

The scale of the project includes 2 routes: Route 1 connects Lai Chau with Hanoi - Lao Cai expressway with a length of about 147km, a level 3 mountainous road. Route 2 connects Nghia Lo (Yen Bai) with Hanoi - Lao Cai expressway with a length of about 53km, a level 4 mountainous road.

The project is divided into 11 packages, expected to be implemented in total in about 4 years, basically completed in 2024.
