Tran Phu Ward has long affirmed its position as the "central political , administrative, economic and cultural ward" of Mong Cai. With the advantages of international border gates, small border gates and a system of bustling markets and commercial centers, Tran Phu plays a vital role in border economic activities and trade services. The Party Committee and the ward government have steadfastly promoted the potential and advantages of the border gate economic zone, while focusing on developing a synchronous, modern infrastructure system and a complete service network.
A clear demonstration of this investment is a series of key projects that have been completed and put into operation in the past 5 years, with a total cost of over 100 billion VND. The transport infrastructure of the ward and residential areas, walking streets, headquarters of agencies and units... have also been upgraded and synchronously renovated with the rate of roads and streets paved with asphalt reaching 98%. Many completed projects have changed the appearance of the urban area, contributing to economic development and serving the needs of social security, improving the spiritual and material life of the people. The mobilization of social resources from the people has also reached an impressive level, with 10 billion VND contributed out of a total of nearly 45 billion VND for completing and upgrading transport infrastructure and urban renovation.
Despite facing many difficulties and challenges, especially the prolonged impact of the Covid-19 pandemic disrupting activities at the border gate and the tightening of border trade from China, the Party Committee, government and people of Tran Phu ward have proactively overcome, resolutely strived and achieved important and comprehensive achievements in all fields. Trade, service and production activities are still maintained and have developed, with 1,519 individual business households and 204 enterprises operating in various industries: business, service, transportation, telecommunications; hotels, motels, tourism, import and export...; estimated revenue of over 20 billion VND/year, contributing greatly to the ward's budget revenue. The total number of visitors and tourists in the ward reaches over 1.5 million people/year, an average increase of 30%/year. Total state budget revenue in the area for 5 years (2020-2024) reached more than 141.2 billion VND, an average increase of 3%/year... Along with that, other contents in economic, social, cultural, educational development... have all achieved many remarkable achievements, the material and spiritual life of the people is increasingly improved.
If Tran Phu is the political, administrative and economic center of the border, Tra Co, Binh Ngoc and Hai Xuan are the "extended arms", carrying within them great potentials, especially tourism, heritage and high-quality agriculture, waiting to be awakened and strongly promoted after the merger.
Tra Co, with its long coastline and rich cultural heritage, possesses enormous tourism potential. However, in the past, the economic structure of the ward shifted slowly, failing to fully exploit its strengths in tourism and services and lacking new products. Urban management and environmental sanitation work was still limited, with violations not being thoroughly handled.
In 2024, Tra Co ward has made many remarkable efforts. State management of tourism has been strengthened, focusing on landscape improvement, improving service quality and tourism business environment. Solutions to increase budget revenue and save expenditure have been thoroughly implemented. In particular, the implementation of the directives of the Mong Cai City Party Committee on clean water and urban order has brought positive results, with forces regularly patrolling, reminding and handling violations.
After the merger, Tra Co will have the opportunity to make a stronger breakthrough, with support from Tran Phu center. With the identified key tasks: Implementing the planning, improving the quality of economic growth, tourism services; developing culture, people with rich Mong Cai identity. Specific plans include thoroughly handling local flooding points, signing a commitment to ensure environmental sanitation, planting additional trees and flower streets. In particular, investment will be made in the construction and putting into use public utilities to serve tourism and people's lives as well as renovating historical and cultural relics. The concreting of roads, construction of drainage ditches, paved sidewalks and synchronization of trees on 5 internal roads of Trang Vy with budget and social mobilization will create a new, modern and civilized appearance for this area.
Sharing about this content, Mr. Tran Truong Doanh, Chairman of Tra Co Ward People's Committee, Mong Cai City, said: In recent years, despite many efforts and certain achievements in economic and social development, Tra Co still faces many difficulties and bottlenecks, especially in planning, site clearance, land management, urban areas, resources and environmental protection... The merger with the communes and wards of Tran Phu, Hai Hoa, Binh Ngoc and Hai Xuan will certainly help Tra Co area have more opportunities to break through and develop, most notably the A6 Sub-area Planning - Tra Co - Binh Ngoc Tourist Area will soon be completed and approved, meeting the management and investment requirements in Tra Co tourist area, in which priority is given to land funds for investment in the construction of cultural, social and educational works...
Like Tra Co, Hai Xuan commune is a typical example of the impressive transformation in recent times, rising from a purely agricultural commune to become an advanced new rural commune in 2022 and a model new rural commune in 2024. This is the result of the attention, leadership, direction and prioritization of resources from Mong Cai city to invest in completing economic-technical infrastructure and urban infrastructure.
In the period of 2020-2024, Hai Xuan has witnessed investment in 23 projects in many fields such as education, health, culture, security and order, urban infrastructure, the most notable of which are inter-village roads, urban residential areas, domestic wastewater treatment works, lighting systems, drainage, dike repair... with a total investment of over 265 billion VND. These projects have contributed to changing the face of the commune, promoting the economy, society and improving people's lives. Hai Xuan has also proactively innovated, created, and promoted the application of science and technology in agricultural production, with many effective models such as growing lotus for tubers, farms combined with eco-tourism, and high-tech shrimp farming in covered floating ponds. The situation of centralized clean water use and urban order and environmental sanitation has also changed positively. Total budget revenue in the commune in 5 years is estimated at nearly 62.2 billion VND, an average increase of 19.5%/year, and by 2024, the budget will be balanced. Average income per capita is 114.4 million VND/person/year, an increase of 54.4 million VND compared to the beginning of the term.
With the goal of building Hai Xuan into a developed, civilized and modern locality, the merger with other communes and wards into Mong Cai 1 ward will create a strong driving force for Hai Xuan to continue to perfect urban criteria, take full advantage of infrastructure and regional economy to promote the urbanization process, while maintaining and developing high-tech agricultural economic models.
