Flood recovery project not completed in 3 years: Inactive contractor handling
Although the contract is about to expire, all three flood recovery routes in Phuoc Son district are still in disarray. The Chairman of the Quang Nam Provincial People's Committee has directed that the contract with the inactive contractor be terminated.
Phuoc Loc, Phuoc Thanh, and Phuoc Kim are the communes that suffered the heaviest damage to people and property in the historic flood in 2020 in Phuoc Son district, Quang Nam.
After more than 4 years, we returned to the landslide area and found the roads still in disarray, even though reconstruction projects have been underway for 3 years.

The project to restore and reconstruct the DH1.PS route (Phuoc Kim - Phuoc Thanh section), Phuoc Son district, has a total investment of 150 billion VND. Up to now, the volume of implementation compared to the contract is 60.783 billion VND/135.65 billion VND, reaching 44.81% of the contract value.
The project to restore and reconstruct the DH2.PS route (Phuoc Thanh - Phuoc Loc section) has a total approved investment of 152 billion VND. Up to now, the volume of implementation compared to the contract is 62.75 billion VND/130.1 billion VND, reaching 48.23% of the contract value.
The DH5.PS Road Project (Phuoc Cong - Phuoc Loc section) has a total investment of 90 billion VND. Up to now, the implemented volume compared to the contract is 23.5 billion VND/78.5 billion VND, reaching 29.94% of the contract value.
According to the reporter's observation, there are currently very few workers at the construction site.
According to the People's Committee of Phuoc Son district, the district regularly organizes site inspections and works with units and contractors to urge the implementation progress as well as remove some difficulties in the construction process. However, due to many reasons, the implementation progress is still slower than required. In addition to objective reasons such as: difficult traffic, unfavorable weather with heavy rain in 2022 and 2023, high prices of materials, etc., there is also a subjective reason that most contractors do not ensure construction conditions according to approved bidding documents.

On the morning of September 6, Chairman of Quang Nam Provincial People's Committee Le Van Dung inspected the construction sites of these 3 projects.
Here, the Chairman of the People's Committee of Quang Nam province said that after 3 years, the construction progress of the projects is still very slow. In fact, at the construction site, there are very few construction workers, or in other words, the construction capacity of the contractors has not met the contract conditions and the urgent needs of this project. Currently, people inside have difficulty going in and out, especially in case of illness, this is the biggest concern of local leaders and people here.
To overcome this situation, the Chairman of the People's Committee of Quang Nam province requested local leaders to focus on directing implementation more drastically. For departments and branches, it is requested to advise the Provincial People's Committee on solutions in urging construction, and to resolve any difficulties encountered.
“For the construction units that have not done their best and have not put in their efforts to construct here, I suggest that they focus on doing a good job. On the local side, I suggest that they be more drastic in this matter, even if the contractor is not proactive, they should terminate the contract with that contractor and find another contractor, there can be no delay,” Mr. Dung emphasized.
