Azerbaijan said Russia is identifying those guilty to bring them to criminal responsibility in connection with the Azerbaijani plane crash that killed 38 people.

Azerbaijan says Russia has promised to punish those responsible for the crash of an Azerbaijan Airlines (AZAL) plane, which Azerbaijan says was caused by Russian air defenses.
An Embraer 190 crashed while attempting an emergency landing in Kazakhstan on December 25, killing 38 of the 67 people on board.

According to AFP, Azerbaijan's Prosecutor General said on December 30 that the head of the Russian Investigative Committee had announced that "strong measures are being taken to identify the guilty and bring them to criminal responsibility".
Russia has not commented on the above information.
Earlier, Azerbaijani President Ilham Aliyev demanded that Moscow be held responsible for mistakenly shooting down the plane as it was about to make a scheduled landing at Grozny airport in southern Russia.
Many people grieved at the funeral on December 29 in Baku (Azerbaijan) for the victims of the plane crash.
Russia has not confirmed that one of its air defense missiles hit the plane, although President Vladimir Putin told Mr Aliyev in a phone call that the systems were operational at the time and that he regretted that the incident occurred in Russian airspace.
Russia has opened a criminal investigation into the incident.
The crash prompted several airlines to cancel flights to Russia, including Israel's El Al, which announced it would suspend flights to Moscow until the end of March.
In a related development, Reuters on December 31 quoted a statement from the Brazilian Air Force saying that the flight data had been transferred to the South American country for extraction. Embraer is a Brazilian aerospace corporation that specializes in manufacturing commercial, military , agricultural aircraft and providing aviation services, including the above aircraft.
Data from the cockpit voice recorder and flight data recorder will be processed at a laboratory run by Brazilian aviation investigators in the capital Brasilia, a process that will be overseen by representatives from Kazakhstan, Russia and Azerbaijan, according to the Brazilian Air Force. The data will then be sent to investigators in Kazakhstan.
