The four ministers replaced are Minister of Internal Affairs and Public Administration Marcin Kierwinski, Minister of Culture Bartlomiej Sienkiewicz, Minister of State Property Management Borys Budka and Minister of Development and Technology Krzysztof Hetman.

The reshuffle is seen as an opportunity to inject new energy into Prime Minister Donald Tusk's government , while also allowing the administration to embark on sweeping reforms across a range of areas, including the judiciary, foreign policy and the media.

Since taking power in December 2023, Prime Minister Donald Tusk's government has made decisions to reverse many policies of the previous right-wing government led by the Law and Justice party, which caused conflicts with European Union (EU) member countries for 8 years (from 2018-2023).

The reshuffle came just hours before a major protest planned by the Law and Justice party in Warsaw, seeking to influence the European legislative elections on June 9. The party has called on farmers to protest against environmental regulations and the EU’s new agricultural policies, known as the Green Deal.
