Ministry of Education and Training guides the implementation of general education tasks for the 2025-2026 school year

5 key tasks

In the guidelines, the Ministry of Education and Training sets out five key tasks of general education as follows:

Firstly, continue to effectively organize the implementation of the General Education Program; implement 2-session teaching/day for primary education and at junior high schools and high schools that meet the prescribed conditions.

Second, strengthen conditions to ensure education quality, develop school networks, build schools that meet national standards, invest in building boarding schools (according to the new model) in border communes; arrange a reasonable team of teachers; have appropriate and timely solutions to support local authorities at the commune level to effectively implement state management of education in the context of merging administrative boundaries and implementing two-level local government.

Third, innovate teaching and testing methods, and evaluate students in the direction of developing their qualities and abilities, creating opportunities and conditions for students to develop comprehensively; promote STEM/STEAM education, digital skills, artificial intelligence (AI), career education and student streaming after junior high school and high school; improve the quality of English teaching and learning, gradually making English the second language in schools.

Fourth, strengthen and improve the quality of universal education, ensure equity in access to education; effectively implement ethnic education and inclusive education for students with disabilities.

Fifth, promote digital transformation and innovation in school governance; strengthen inspection and supervision according to authority; focus on advising local Party committees to include education in general and general education in particular in the action program to implement the Resolution of Congresses at all levels with specific tasks and targets suitable to the conditions of each locality.

Implementing the General Education Program suitable for the new context

Specifically, the Ministry of Education and Training requires localities to direct general education institutions to develop and organize the implementation of school education plans to ensure that they are suitable for the teaching staff, facilities, and existing teaching equipment; organize teaching of subjects and educational activities to comprehensively develop students' qualities, abilities, physical fitness, aesthetics, and life skills.

Continue to innovate teaching methods, promote the application of information technology and carry out digital transformation in teaching, testing and assessment to meet the requirements of the General Education Program.

Arrange the program implementation time scientifically , pedagogically, effectively, without putting pressure on students; ensure that by the end of the school year, students achieve the requirements according to the program's regulations.

Instruct teachers to proactively review and adjust language materials in lessons, topics, and practice materials in textbooks to suit local realities, especially in the context of administrative boundary arrangement and implementation of two-level local government.

Proactively select appropriate content and topics from approved local educational materials, organize adjustments, integration and flexible use according to the cultural - social - geographical characteristics of the new administrative unit after the arrangement.

The school education plan needs to clearly demonstrate the plan to mobilize and effectively use resources to organize 2-session teaching/day; specify the content, duration, time, location, and target students for 2-session teaching/day; assign teachers reasonably and scientifically, ensuring compliance with regulations on working hours, suitable to the teaching/learning conditions of each school.

Create conditions for students in border communes to enjoy appropriate policies.

Regarding the development of the school and class network, the Ministry of Education and Training requested the Departments of Education and Training to advise on the effective implementation of the organization of reviewing, arranging, and planning the network of general education facilities according to the guidance of the Ministry of Education and Training, ensuring that primary education is compulsory according to the 2019 Education Law, and effectively implementing solutions to ensure fairness in access to education.

The reorganization of schools and classes needs to inherit stable factors, be suitable to local conditions, ensure convenience for students' learning, and be associated with conditions for quality improvement, meeting the requirements of innovation according to the General Education Program.

In border areas, islands, ethnic minority and mountainous areas, and areas with particularly difficult socio-economic conditions, focus on effectively using resources to build and consolidate ethnic boarding schools, semi-boarding schools, and inter-level boarding schools, creating conditions for students in border communes to enjoy appropriate policies.

The school must be built in a synchronous manner, with enough classrooms, dormitories, kitchens, toilets, playgrounds, domestic water, accommodation for teachers and other necessary conditions for students' learning, living and safety.

Direct educational institutions to have drastic solutions, persistently advise all levels to effectively arrange and ensure resources for investment in facilities, teaching equipment, and learning materials to effectively implement the General Education Program according to regulations; effectively use existing facilities, equipment, and teaching aids, and overcome the situation of "equipment coming to school but not going to class".

Direct general education institutions to fully and promptly register textbook needs for each grade level, coordinate with publishers and distribution units to organize the supply of textbooks on schedule, ensuring that students have textbooks right from the beginning of the school year.

Mobilizing artisans, artists, and athletes to participate in school education

The Ministry of Education and Training requires localities to calculate many synchronous solutions to overcome the shortage of teachers such as signing teaching contracts, implementing mobilization, secondment, transfer, and inter-school teaching arrangements; not allowing the arrangement and reorganization of the apparatus to interrupt or cause a shortage of teachers, affecting the quality of education. Ensuring enough teachers to organize teaching of all subjects according to the General Education Program; overcoming the situation of arranging and using teachers who are not suitable for their training majors.

At the same time, build a mechanism to mobilize highly qualified human resources, including artisans, artists, professional athletes, and foreign volunteers to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports, and life skills.

Educational institutions form appropriate professional clusters. Be proactive and creative in mobilizing and effectively using resources, gradually improving the quality of teachers, especially teachers of foreign languages, teaching other subjects in foreign languages, teaching integrated education programs, especially English, with the aim of making English the second language in schools.

Application of artificial intelligence and big data in management and teaching

Regarding testing, evaluation, improving the quality of vocational education, streaming and developing digital capacity, the Ministry of Education and Training requires localities to flexibly implement teaching and learning methods and forms; effectively implement testing and evaluation methods and forms; improve the quality of vocational education, streaming orientation; implement digital skills education, and deploy digital report cards.

The Ministry of Education and Training directs the continued implementation of digital student records to ensure connection and data sharing with the National Population Database, serving the digital transformation of the education sector. Organize well the movement "Digital Education for All" for general education, connect education sector data with the national population data system to modernize management and improve teaching quality. Digital capacity for students is also focused on in this process to ensure the formation and development of essential capacities of digital citizens, meeting human resource requirements in the era of the 4.0 Industrial Revolution.

Enhance the application of artificial intelligence (AI) and big data in management and teaching. Exploit and effectively use AI to support career counseling, personalize learning, identify students in need of support, and evaluate policies to contribute to improving the quality of education and the effectiveness of school management.

Ensuring equity in access to education

Regarding strengthening and improving the quality of universal education and compulsory education, the Ministry of Education and Training recommends that localities continue to advise on the effective implementation of universal education, compulsory education, and illiteracy eradication according to the provisions of the Law on Education and guiding documents of the Ministry of Education and Training.

Regarding education for children with disabilities and children in difficult circumstances, direct general education institutions to effectively implement inclusive education for students with disabilities, and educational institutions for people with disabilities to implement specialized education methods according to regulations; develop and implement individual education plans for students with disabilities by adjusting the curriculum to suit the needs and abilities of each student.

Regarding ethnic education, the Ministry of Education and Training recommends continuing to effectively direct the implementation of solutions to enhance Vietnamese for primary school students in ethnic minority areas, in accordance with the practical conditions of each locality. Organize Vietnamese language teaching for ethnic minority children before entering first grade; pilot the enhancement of listening and speaking skills for ethnic minority students at the beginning of first grade based on their mother tongue at a number of educational institutions.

Strengthen inspection, supervision and management of extra teaching and learning

The Ministry of Education and Training requires the Departments of Education and Training to continue promoting the application of information technology and digital transformation in the organization and management of professional activities at general education institutions; to enter data, exploit and use a unified database of the entire sector on schools, classes, students, teachers, national standard schools and other information to serve management and direction.

Along with that, continue to strengthen inspection, supervision and guidance on the implementation of policies and laws on education and training in the context of adjusting administrative boundaries, arranging and streamlining the apparatus and implementing the two-level local government model.

Focus on inspecting the implementation of the General Education Program; organizing the selection and use of textbooks and reference publications; managing extra teaching and learning; activities of private general education institutions; implementing integrated education programs, foreign education programs, teaching the Vietnamese General Education Program in foreign languages and compulsory education content for Vietnamese students at private educational institutions licensed to implement foreign education programs.
