On the morning of July 25, in her opening remarks at the conference reviewing the first 6 months of 2025, Minister of Home Affairs Pham Thi Thanh Tra shared her joy when meeting with leaders of local departments of home affairs to discuss the very heavy but glorious work of the past 6 months.

According to Minister of Home Affairs Pham Thi Thanh Tra, over the past 6 months, in the context of many changes in the world, the entire political system and the entire population have overcome all challenges and disadvantages, creating a strong transformation and great changes with outstanding achievements in all fields.

In particular, the revolution of streamlining the organizational apparatus, arranging administrative units and building a 2-level local government model with strategic vision, breakthrough thinking, and a philosophy of rapid and sustainable development with the motto: synchronous, all-people, comprehensive, thorough, rapid, bold, effective...

“The Ministry and the Home Affairs sector are the focal point of the revolution, playing a core role in advising, proposing and directly shouldering the historic mission with unprecedented tasks; running and lining up at the same time, requiring advice to implement promptly, carefully, thoroughly, scientifically , multi-dimensionally, methodically, synchronously but consistently and comprehensively,” Minister Pham Thi Thanh Tra shared.

According to the Minister, over the past 6 months, with the close, scientific and specific leadership of the Politburo , the Central Executive Committee, General Secretary To Lam, the Government, the Prime Minister, the political determination and synchronization, the drasticness of the entire political system and the unity and consensus of the people, the Ministry of Home Affairs and the home affairs sector nationwide have advised on the implementation of many outstanding results, creating a strong impression, contributing significantly to the initial success of the great revolution of the nation in terms of organizational apparatus since the country's founding.

Minister Pham Thi Thanh Tra affirmed that the legal documents that the ministry has advised and implemented have demonstrated a strong, synchronous and reasonable mindset of innovation and creation.

Notably, it is necessary to advise on the implementation of the reorganization of the state administrative system, focusing on reducing the number of focal points of ministries, ministerial-level agencies, government agencies and specialized agencies under local People's Committees at all levels, in accordance with the policy of the Politburo and the Central Executive Committee, streamlining a large number of state administrative agencies at the central and local levels and putting them into synchronous operation.

Along with that, advise on completing the arrangement of administrative units at all levels and building a 2-level local government with the goal of being close to the people, serving the people better, basically operating stably, initially meeting requirements after 1 month of operation.

At the conference, delegates focused on discussing and clarifying good experiences and valuable lessons through the arrangement of administrative apparatus and units at all levels, as a practical basis for generalizing into theory on apparatus organization in the process of national construction and development.

At the same time, evaluate and identify the most favorable, difficult and problematic aspects of the locality in operating the current 2-level local government model.

Reporting at the conference, Deputy Minister of Home Affairs Truong Hai Long said that in the past 6 months, the ministry focused on appraising and thoroughly completing each project to submit to the Government, the National Assembly, and the National Assembly Standing Committee 1 resolution on the arrangement of provincial-level administrative units, 34 resolutions on the arrangement of commune-level administrative units at the 9th session of the 15th National Assembly to establish 34 provinces and cities and 3,321 commune-level administrative units (reducing 6,714 commune-level administrative units).

The Ministry has advised the Government Steering Committee to issue many documents and guidelines to ensure the stable and effective operation of two-level local governments, especially advising on the development of a Handbook for commune-level local governments in a clear and fully concretized manner on the contents of responsibilities, tasks, powers, working relationships, and handling of arising situations at the grassroots level to guide localities to implement from July 1, 2025; as an important source of documents serving the training, fostering, and professional guidance for commune-level cadres and civil servants.
