Speaking at the Congress, Comrade Tran Hong Minh, Member of the Party Central Committee, Member of the Government Party Committee, Party Secretary, Minister of Construction emphasized: During the 2020 - 2025 term, the Party Committee and the Ministry of Construction have correctly identified advantages, frankly pointed out bottlenecks and bottlenecks, and accurately identified strategic breakthroughs to focus on effective implementation.
Determined to build a clean and strong Party Committee of the Ministry of Construction
Party committees at all levels have thoroughly grasped and implemented the resolutions and conclusions of the Central Committee, the National Assembly , the Government, the Prime Minister and the Government Party Committee in a timely and effective manner; firmly maintained the goal of rapid and sustainable development, and determined to carry out strategic breakthroughs in the spirit of the Resolution of the 13th National Party Congress.
During the past term, the Ministry of Construction has achieved many outstanding results in carrying out its political tasks. The system of legal documents has been improved and synchronized; decentralization, delegation of authority and administrative procedure reform have made remarkable progress.
The appearance of infrastructure has changed significantly, contributing to a strong improvement in the appearance of urban and rural areas. The management of construction investment costs continues to be improved. State management of transportation and logistics services has changed positively, contributing to improving national competitiveness.
In particular, the Party's new guidelines and policies, especially the "strategic quartet", have been implemented synchronously and effectively, contributing to realizing the goal of developing the construction industry into a pillar in the country's industrialization and modernization.
Party Secretary Tran Hong Minh said that the Party Executive Committee of the Ministry has focused on leading and directing the successful organization of congresses of 151 Party Committees, grassroots Party cells, departmental Party cells and 865 affiliated Party cells. The organization of the congresses was carried out in accordance with the prescribed procedures, principles, content, progress and quality.
Party committees at all levels have carefully prepared documents and personnel plans; spent time discussing and contributing opinions to the draft documents of the 14th National Party Congress and higher-level congresses in the spirit of Solidarity - Democracy - Discipline - Innovation - Development, in line with the orientation of the Central Committee and the Government Party Committee.
According to Minister Tran Hong Minh, the 1st Congress of the Party Committee of the Ministry of Construction is of special importance. The Congress not only summarizes the 2020-2025 term on the basis of unifying the Party organization but also clearly defines the directions, goals, tasks and solutions for the 2025-2030 period. At the same time, the Congress is also a forum to make profound contributions to the documents of the 14th National Party Congress and the Government Party Congress.
"The first Congress of the Party Committee of the Ministry of Construction demonstrated the strategic vision, steadfast political will, innovative spirit, strong will, and solidarity of nearly ten thousand Party members, cadres, civil servants, public employees, and workers in the entire industry. This is a clear demonstration of the determination to build the Party Committee and the Ministry of Construction increasingly clean and strong in all aspects - for the goal of a rich people, a strong country, democracy, fairness, and civilization," the Minister emphasized.
Strive to complete 100% of tasks assigned by the Government
The Congress unanimously approved the Resolution of the 1st Congress of the Party Committee of the Ministry of Construction for the 2025-2030 term, clearly defining the main targets.
Accordingly, every year, 100% of the tasks of drafting legal documents assigned by the National Assembly, the Government, and the Prime Minister and the tasks of drafting legal documents of the Ministry according to the set program and plan must be completed.
Complete the major goals set out in the 10-year socio-economic development strategy for 2021-2030, the conclusions of the Politburo on the development of the transport infrastructure system such as: Ensuring the target of 5,000 km by 2030; speeding up the construction progress of the Lao Cai - Hanoi - Hai Phong railway; starting the high-speed railway project on the North - South axis; investing in the construction of new and upgrading strategic infrastructure works specializing in maritime, waterway, aviation, such as Long Thanh International Airport, Phu Quoc, Gia Binh...; seaports in Lach Huyen, Nam Do Son, Cai Mep - Thi Vai, Lien Chieu... Promoting the completion of 1 million social housing apartments by 2030.
Promote the development of policies and laws for the development of synchronous and effective technical infrastructure; policies for the development of underground construction space in large cities.
Regarding Party work, 100% of Party members study, research, and thoroughly understand the Party's resolutions and directives; 100% of cadres and Party members register to study and follow Ho Chi Minh's ideology, morality, and lifestyle in conjunction with Regulation No. 144-QD/TW of the Politburo.
Every year, organize at least 2 training courses, update knowledge and foster professional party work for the team of Party committee officials and Party cell secretaries; 100% of Party committees, affiliated Party organizations and Party members are evaluated and classified as "Completing tasks", of which 80% or more "Completing tasks well", from 15 - 20% "Completing tasks excellently".
During the term, strive to foster political theory and Party awareness for over 2,000 outstanding people; admit over 1,500 new Party members.
Party Secretary and Minister Tran Hong Minh requested that, immediately after the congress, Party committees at all levels need to urgently develop and issue action programs to implement the Congress Resolution, ensuring closeness to reality and early implementation of the resolution into life.
He called on all cadres, party members, civil servants, public employees and workers in the industry to continue promoting patriotism, self-reliance, solidarity, creativity, and emulation to successfully complete the set goals and make practical achievements to welcome the 1st Government Party Congress and the 14th National Party Congress.
Comrade Pham Minh Chinh - Secretary of the Government Party Committee, Prime Minister presented flowers to congratulate the Party Executive Committee of the Ministry of Construction for the 2025-2030 term.
At the congress, the Government Party Committee's Organizing Committee announced the decisions of the Government Party Committee's Standing Committee on appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Ministry of Construction Party Committee for the 2025-2030 term.
According to the decisions, the Party Executive Committee of the Ministry of Construction, term I, 2025-2030, consists of 39 members; the Standing Committee consists of 13 members.
Comrade Tran Hong Minh - Member of the Party Central Committee, Member of the Government Party Committee, Minister was appointed to hold the position of Secretary of the Party Committee of the Ministry of Construction for the 2025-2030 term.
Comrade Nguyen Tuong Van, member of the Standing Committee, Deputy Minister was appointed to hold the position of Permanent Deputy Secretary; Comrades Dao Van Tien and Hoang Hai Van - full-time Deputy Secretaries of the Party Committee for the 2020-2025 term were appointed to hold the position of full-time Deputy Secretaries of the Party Committee of the Ministry of Construction for the 2025-2030 term.
The Government Party Committee's Organizing Committee also announced the decision of the Government Party Committee's Standing Committee to approve and appoint the Inspection Committee of the Ministry of Construction Party Committee for the 2025-2030 term, consisting of 7 comrades; Comrade Hoang Hai Van - Deputy Secretary of the Party Committee in charge, holds the position of Chairman of the Inspection Committee.
The Standing Committee of the Government Party Committee appointed the Delegation of the Ministry of Construction Party Committee to attend the 1st Government Party Congress for the 2025-2030 term, including 18 official delegates and 1 ex-officio delegate.
