Quang Ninh Provincial People's Committee has issued Official Dispatch No. 791 on adjusting road service prices at Bach Dang Bridge BOT toll station, toll stations of the Ha Long - Van Don expressway project and the project to renovate and upgrade National Highway 18, Ha Long - Mong Duong section under the form of BOT contract.

Specifically, the People's Committee of Quang Ninh province agreed with the proposal of the Quang Ninh Department of Transport to increase the price by 18% compared to the current level for all types of vehicles when passing through the above BOT stations, from May 4.

The price adjustment period is 30 days after the BOT station management units announce and publicly post the information so that people can grasp the information.

The document clearly stated: Explaining the increase in ticket prices, the Quang Ninh Department of Transport said that the above BOT projects were put into use from 2018 and 2019. According to the contract signed between the Quang Ninh Provincial People's Committee and the investors, it clearly stated that the prescribed service price is adjusted to increase every 3 years, each increase not exceeding 18% compared to the previous price.

Thus, according to the contract, the service fee increase roadmap will be implemented in 2021 and 2022. However, in order to accompany businesses to overcome difficulties in the context of the COVID-19 pandemic and according to the Prime Minister 's direction in Directive No. 11/T-Ttg, dated March 4, 2020, toll stations nationwide in general, and in Quang Ninh in particular, have not yet increased service fees according to the roadmap of the signed contract.

On the other hand, according to the report of the Department of Transport of Quang Ninh on January 5, 2024, due to the impact of the COVID-19 epidemic, the actual revenue of BOT stations in the area is much lower than the expected revenue in the financial plan of the project contract.

Specifically, in the period of 2018-2023, the Bach Dang bridge project, the approach road and the end-of-route intersection have actual revenue reaching from 22.63% to 38.96% compared to the financial plan; the Ha Long - Van Don expressway project and the project to renovate and upgrade National Highway 18, Ha Long - Mong Duong section only have actual revenue reaching from 31.03% to 61.3% compared to the financial plan...

Quang Ninh Provincial People's Committee also assigned the Quang Ninh Department of Transport to coordinate with relevant departments, branches, and local People's Committees to inspect and supervise the collection of road use service fees by investors and project enterprises according to the provisions of the contract and current laws.
