Canada stops accepting tax review applications for Vietnamese upholstered chairs

Canada has just announced that it will stop accepting dossiers of the case of reviewing anti-dumping and anti-subsidy taxes on upholstered chairs from Vietnam.

The Department of Trade Remedies ( Ministry of Industry and Trade ), Canada Border Services Agency (CBSA) has just announced the suspension of receiving dossiers of the normal value review case within the framework of the anti-dumping and anti-subsidy investigation on upholstered chairs exported from Vietnam by Duc Thanh Company Limited.

CBSA concludes the case

Previously, on December 21, 2020, CBSA initiated an anti-dumping and countervailing investigation into upholstered chairs from China and Vietnam. The goods under investigation in this case are upholstered chairs for domestic use with HS codes 9401.40; 9401.61 and 9401.71. The period of investigation (POI) in the case was determined by CBSA from June 1, 2019 to November 30, 2020.

In August 2021, CBSA issued final conclusions on anti-dumping and countervailing investigations into upholstered chairs originating from Vietnam and China.

For Vietnam, out of 8 enterprises participating in the investigation, only one enterprise was subject to an anti-subsidy tax of 3.7%, the remaining enterprises were not subject to this tax. The anti-subsidy tax rate for non-cooperative enterprises is 5.5%.

As for the dumping allegations, in the final conclusion, most of the cooperating enterprises were granted a significant reduction in their dumping margins, resulting in an average tax rate ranging from 10-20% compared to the initial preliminary rate of 20-90%. While the tax rate for non-cooperating enterprises was up to 179.5%.

According to Canadian data, during the investigation period from June 2019 to the end of September 2020, the export turnover of upholstered chairs from Vietnam to Canada reached approximately 135.6 million USD, accounting for 10.08% of Canada's total imports of this item.

This is a product with a fairly large export increase and has been included in the early warning list by the Trade Defense Department before.
