Accordingly, on October 14, 2023, the Government issued Resolution 169/NQ-CP on funding for paying bonuses for the Ho Chi Minh Prize and the State Prize for Literature and Arts.
Accordingly, advance 30,813.2 million VND from the temporarily idle state budget to supplement funds for the Literature and Arts Associations to promptly pay prize money to authors and co-authors who received the Ho Chi Minh Prize and the State Prize for Literature and Arts according to the President's Award Decisions issued on October 17, 2022 (Decision No. 1162/QD-CTN, No. 1163/QD-CTN, No. 1164/QD-CTN, No. 1165/QD-CTN) as proposed by the Ministry of Finance .
The Government assigns the Ministry of Finance to be responsible for the content, data, reports and proposals.
President Vo Van Thuong, authors and their relatives were awarded the Ho Chi Minh Prize.
The list of literary and artistic associations that have been supplemented with funds to pay prize money to authors and co-authors is as follows:
Vietnam Musicians Association: 5,617.3 million VND.
Vietnam Cinema Association: 5,468.3 million VND.
Vietnam Fine Arts Association: 2,682 million VND.
Vietnam Association of Photographic Artists: 3,188.6 million VND.
Vietnam Stage Artists Association: 2,577.7 million VND.
Vietnam Writers Association: 5,364 million VND.
Vietnam Folk Arts Association: 506.6 million VND.
Vietnam Association of Architects: 253.3 million VND.
Vietnam Dance Artists Association: 5,155.4 million VND.
The Government requests the Ministry of Culture, Sports and Tourism to take full responsibility for the list of authors and co-authors receiving awards and the estimated budget for payment. The above-mentioned literary and artistic associations are responsible for managing and using the additional funds to pay bonuses to authors and co-authors in accordance with regulations.
The Ministry of Culture, Sports and Tourism coordinates and guides literary and artistic associations in implementing procedures for paying bonuses according to regulations.
Previously, at a meeting with ministries, branches and associations on funding for award payments to authors who won the Ho Chi Minh Prize and the State Prize for Literature and Arts in 2023, Deputy Prime Minister Le Minh Khai requested the Ministry of Finance on October 12 to submit to the Government for consideration and permission to advance funding to pay to authors who won the Prize.
The Deputy Prime Minister also requested the two Ministries, the Ministry of Culture, Sports and Tourism and the Ministry of Finance, to seriously review and draw profound lessons to prevent similar incidents from happening in the future.
The Ho Chi Minh Prize and the State Prize for Literature and Arts in 2022 were awarded to 128 authors and co-authors, of which 16 authors and co-authors were awarded or posthumously awarded the Ho Chi Minh Prize.
