The Government agreed to submit a draft Resolution to supplement specific mechanisms and policies for Nghe An development.

In the resolution, the Government assigned the Minister of Planning and Investment , authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, to submit to the National Assembly Standing Committee and the National Assembly for consideration and approval at the 7th Session (May 2024) according to the process at one session and according to the shortened order and procedures.

Previously, on July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on building and developing Nghe An province to 2030, with a vision to 2045.

In Resolution No. 39, the Politburo clearly stated one of the tasks and solutions as: "Building specific mechanisms and policies to maximize potential and strengths, building and developing Nghe An province comprehensively, with focus and key points, in accordance with the socio -economic development strategy of the whole country, national planning and planning of the North Central and Central Coast regions"; at the same time, "having outstanding mechanisms and policies to develop Vinh city into the economic and cultural center of the entire North Central region".

The Politburo assigned the Government Party Committee to lead and direct the development of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly for promulgation; assigned the National Assembly Party Delegation to lead the review and promulgation of a number of additional specific mechanisms and policies to continue implementing Resolution No. 36/2021/QH15 of the National Assembly and the goals, tasks and solutions in Resolution No. 39-NQ/TW of the Politburo.

In recent times, Nghe An province has coordinated closely with the Government and agencies of the National Assembly to prepare the content of the draft Resolution on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province to submit to the National Assembly at the upcoming 7th Session.

Through many meetings to seek opinions from experts, managers, scientists; especially from the National Assembly Party Delegation, ministries, branches, and Government agencies, the Drafting Committee and the Editorial Team built a draft Resolution unifying 19 policies in 4 groups of fields to submit to the National Assembly for consideration and approval.

Of which, the financial - budget management group has 5 policies; the investment management group has 7 policies; the urban and forest resource management group has 2 policies; the organizational apparatus and staffing group has 5 policies.

In 2021, the National Assembly issued Resolution No. 36/2021/QH15 on piloting a number of specific mechanisms and policies for the development of Nghe An province, effective from 2022, and has initially shown effectiveness.

However, the above mechanisms and policies do not ensure the implementation of the development goals of Nghe An province in the new context, especially to successfully implement the goals and tasks set forth by the Politburo in Resolution No. 39-NQ/TW.
