Be proactive

The 2018 General Education Program has been completed and synchronized from grades 1 to 12. In preparation for the 2025-2026 school year and in the context of implementing a two-level local government, the selection of textbooks was implemented and completed by the Nghe An Education sector from the end of the 2024-2025 school year.

Mr. Hoang Van Danh - Principal of Hanh Lam Primary School (Hanh Lam commune), said: As soon as we received the document from the department, we organized a meeting of the professional group, re-evaluated the implementation of teaching according to the new textbooks, difficulties, and advantages to find solutions for adjustment.

In fact, after 5 years of implementing the 2018 General Education Program, textbooks from grades 1 to 5 at schools have met teaching requirements and have been easily accessed by teachers and students. Particularly for English textbooks for grades 4 and 5, the subject groups and school leaders are considering and reviewing to make adjustments. If there are any changes, they must be implemented synchronously with schools in the commune or clusters of neighboring communes to facilitate future professional work.

Mr. Nguyen Kim Chung - Principal of Thoi Binh B Town Primary School (Thoi Binh, Ca Mau ) said that according to the instructions of the Department of Education and Training, the school compiled the demand for equipment to be purchased and sent it to the Commune People's Committee for synthesis, submission to the Department for consideration, and consultation with the Provincial People's Committee for investment. Regarding textbooks, the school also compiled the number of books from the previous school year and old books of upper-class students to support lower-class students.

At the same time, we will mobilize organizations and philanthropists to provide textbooks and learning materials to support students in difficult circumstances. “As for textbooks for teaching, if there is a shortage, the school will use the unit's operating budget to purchase them,” the school principal informed.

Similarly, Ms. Le Thi Thuy Huong - Principal of Thai Phuong Secondary School (Tien La, Hung Yen ) said that the school provided early information about the expected textbooks so that parents and more than 600 students could proactively purchase them. At the same time, the school encouraged students and parents to donate textbooks they had studied to the library to support poor students.

At the same time, the school reviewed the facilities and teaching equipment and reported to the local authorities, making plans for repairs and additions during the summer vacation. According to Ms. Huong, to promote the application of information technology and meet the requirements of digital transformation, the school needs to continue investing in modern teaching equipment and adding computers to classrooms.

“After merging administrative boundaries, the school promptly reported to the new commune government to have a plan for budget support as well as calling for socialized resources from individuals and local businesses so that teaching equipment can be increasingly equipped with modern equipment,” informed the Principal of Thai Phuong Secondary School.

Mr. Le Quoc Huy - Vice Chairman of Tien La Commune People's Committee (Hung Yen) said that immediately after receiving the primary and secondary schools in the area, the locality had a plan to review and supplement some equipment and facilities for the schools. "Before the new school year, reviewing and supplementing facilities for schools in the area is considered a priority to ensure the quality of education", Mr. Huy emphasized.

Timely supply

To prepare her child well for the new school year, Ms. Ha Thi Hoai, Muong village (Ta Hoc, Son La) asked the homeroom teacher about the list of books, and proactively went to the dealer in the city to buy them. She shared: “My son is in 7th grade this year, studying at Chieng Sinh Secondary School. I saw that there were many textbooks at the dealers, and the staff gave enthusiastic advice. I was able to buy all the 7th grade textbooks for my child. I am satisfied because the books have a clear origin.”

For the 2025-2026 school year, the Department of Education and Training of Son La province has prepared early for the distribution of textbooks. Since March 2025, the department has organized a conference on the distribution of textbooks, requesting publishers and copyright owners to direct and organize the implementation to ensure timely supply.

According to the Decision approving the list of textbooks used in general schools in Son La province in the 2025-2026 school year, the whole province will use 338 textbooks for primary, secondary and high schools from 4 publishing houses.

The Department of Education and Training of Son La province has compiled the number of students by grade level at schools and sent it to publishers and authorized book distributors for preparation. At the same time, it is requested that educational institutions coordinate and agree with partner units to choose a distribution method that is flexible and convenient for schools, parents and students to buy books.

Mr. Nguyen Ngoc Quang - Deputy Director of the Department of Education and Training of Son La province, said: "The Department has coordinated with the Market Management Department of Son La province to step up inspection and strict control of the textbook market as well as thoroughly prevent the situation of fake, pirated, and substandard books in the province," said Mr. Quang.

Mr. Le Hai San, Director of Tay Bac Book and Equipment Trading Services Joint Stock Company, said: The company has imported 1.67 million copies of textbooks, ensuring that books reach students in a timely and complete manner. Currently, the company has delivered textbooks to 67/132 schools that ordered books. The remaining schools are continuing to deliver in July and early August.

Ms. Nguyen Hong Gam - Deputy Director of Ca Mau Book - Equipment Joint Stock Company, informed: "This year, book distribution is slower than the same period. Up to this point, our company has distributed about 70% of the books received from the publisher to schools and agents in the province.

Previously, schools registered to buy books through the Department of Education and Training, but this year the Department of Education and Training no longer has them, so the company has contacted the schools directly. This year's book market has many distributors, stable prices, and limited counterfeit and pirated books. Textbook prices have decreased by 10-15% compared to the previous school year.

The distribution of educational books in Ca Mau province after the merger basically ensures timely delivery to schools and agents. Parents and students have good preparation of books and learning tools for their children in the new school year.

Teaching stability

After the first cycle of textbook replacement, Mr. Tran Xuan Toan - Director of Nghe An School Equipment and Books Joint Stock Company, commented: The current book market is not "hot", meeting the demand because there are mainly only reprinted books. Moreover, the trend of using donated, donated, and old books is increasing because the use of books in schools has basically stabilized, without many adjustments or changes like previous years.

According to a representative of Nghe An School Equipment and Books Joint Stock Company, although this year there is no longer an intermediary level, the Department of Education and Training, the supply of books is still favorable. Currently, in addition to direct and online sales channels, the school has contacted schools directly to bring books to students.

The supply of textbooks is currently the most "passive" for 10th grade students because it is expected that by early August, schools will begin to classify classes and announce the subject combinations that students choose.

However, to ensure that there is no interruption in the supply process, bookstores have now fully imported all books for all subjects, avoiding local shortages. In addition, the company has a program to support textbooks and teaching equipment for students and schools in mountainous and ethnic minority areas.

Mr. Nguyen Tien Dung - Head of Secondary Education Department - Nghe An Department of Education and Training said that from the 2024 - 2025 school year, implementing Circular No. 27/2023/TT-BGDDT, schools have selected textbooks for teaching suitable for students and teachers.

Textbooks are used stably in educational institutions, convenient for teachers in the teaching process and suitable for local socio-economic conditions. Therefore, after the end of the school year, the first cycle, schools basically maintain stability to facilitate teaching.

According to the leader of the Nghe An Department of Education and Training, stabilizing textbooks also creates conditions for schools and localities to proactively equip appropriate teaching equipment. Implementing a two-level local government, schools need to plan to review facilities and advise local authorities to invest in construction and supplementation in a focused and key direction.

The leader of the Department of Education and Training of Ca Mau province said that in preparation for the new school year, the sector has conducted field inspections and advised the authorities to arrange funds to repair schools and purchase equipment for 22 schools with a total cost of 41 billion VND. The projects are being implemented and completed to serve the 2025-2026 school year.

In addition, the industry is synthesizing the need for investment in facilities and equipment to implement the project of teaching 2 sessions/day, the need for investment in equipment for information technology application, digital transformation in the education sector, to advise the Provincial People's Committee to arrange funding for procurement, ensuring that schools have adequate equipment to meet teaching and learning needs in the new school year.

According to information from the Ministry of Education and Training, some textbooks will have to change their content, including History and Geography (grades 4, 5, and 9); Geography (grade 12); History (grade 10); Economic and Legal Education (grade 10) when merging provinces and cities. While waiting for new textbooks, according to the plan for the new school year, schools will still use current textbooks. Suppliers in Nghe An province have issued a document announcing that they will continue to use old textbooks and if there are any changes, they will commit to allowing schools, parents, and students to exchange books for free.
