On behalf of the Angolan people, President João Manuel Gonçalves Lourenço happily welcomed President Luong Cuong, his wife and the high-ranking Vietnamese delegation on a state visit to Angola, affirming that the visit is of special significance, a historic milestone, creating a premise for the cooperative relationship between the two countries to enter a new phase, developing more deeply and strongly.
Expressing his delight at visiting Angola for the first time in a special context when the two countries are celebrating the 50th anniversary of diplomatic relations (1975 - 2025) and Angola is preparing to celebrate the 50th anniversary of Independence Day, President Luong Cuong thanked President João Manuel Gonçalves Lourenço as well as the leaders and people of Angola for giving the high-ranking Vietnamese delegation a warm welcome and affection.
On this occasion, President Luong Cuong respectfully conveyed the greetings of General Secretary To Lam, Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man to the President, leaders and people of Angola.
During the talks, President Luong Cuong and the President of Angola reviewed important milestones in the history of the relationship between the two countries, starting from the days of solidarity in the struggle for national liberation and unification, with the symbol of friendship being Ho Chi Minh Avenue in the center of Angola's capital Luanda.
President Luong Cuong affirmed that the close brotherly and friendly relationship between Vietnam and Angola is a valuable common asset and a solid foundation for the two countries to open a new stage of development, continue to strengthen and deepen the political trust and mutual support between the two Parties and States, and the solidarity, attachment and mutual understanding between the two peoples.
Appreciating Vietnam's role and strengths, President João Manuel Gonçalves Lourenço asked Vietnam to support Angola in developing agriculture, especially in rice and fruit tree cultivation, contributing to ensuring sustainable food security for Angola.
Emphasizing the priority of promoting bilateral trade, President João Manuel Gonçalves Lourenço wished for more Vietnamese products to be present in the Angolan market and called on Vietnamese enterprises to invest and produce in Angola; at the same time, he suggested that the two countries promote cooperation in the fields of security, defense, mining, metallurgy, etc.
Pointing out that Angola is Vietnam's leading important partner in Africa, President Luong Cuong said that the two countries have much room to promote cooperation and together build the Vietnam-Angola "Partnership for Cooperation and Development" relationship to become a model for South-South cooperation.
In that spirit, in addition to continuing to strengthen solidarity, attachment and political trust, President Luong Cuong suggested that the two sides strengthen cooperation in key areas such as defense and security, and promote and diversify forms of cooperation in traditional areas such as cooperation in medical experts, education and agriculture.

Sharing the common perception with President João Manuel Gonçalves Lourenço on the importance of enhancing bilateral trade and investment cooperation, President Luong Cuong suggested that Angolan agencies create favorable conditions and offer incentives for Vietnamese enterprises to soon concretize projects and investment plans in the fields of oil and gas, energy, mineral exploitation and processing, metallurgy industry, etc.
The President also suggested that the two sides increase trade promotion activities, trade connections, enhance cooperation between the banking systems of the two countries and promote negotiations and signing of basic economic cooperation documents with the aim of bringing bilateral trade turnover to 1 billion USD in the coming time.
Emphasizing the bridging role of the Vietnamese community in Angola, which has always accompanied and developed with the Angolan people during the most difficult times, President Luong Cuong asked the President and Angolan agencies to create conditions and ensure security and safety so that the Vietnamese community can live and work stably, contributing more and more to the development of the two countries.
The two leaders agreed to continue strengthening solidarity, cohesion and trust between the two Parties and countries through maintaining the exchange of high-level visits and contacts through all channels, effectively implementing the Intergovernmental Committee cooperation mechanism and promoting cooperation in areas such as human resource training, management staff, student exchange, etc.
Discussing regional and international issues of mutual concern, President Luong Cuong congratulated the Angolan President on his many initiatives to promote peace, security and stability in Africa in his role as Chair of the African Union (AU) in 2025 and AU Coordinating Head for Peace and Reconciliation.
To promote effective cooperation between the two countries at multilateral, international and regional forums, the President asked Angola to support Vietnam in increasing its presence, expanding substantive cooperation with the AU and supporting Vietnam's candidacy for membership in international organizations.
The two leaders affirmed their support for resolving disputes by peaceful means, on the basis of respect for international law and the United Nations Charter, for peace, cooperation and development in each region and in the world.

At the end of the talks, President Luong Cuong and President João Manuel Gonçalves Lourenço issued the Vietnam - Angola Joint Statement, demonstrating the commitment and determination of both sides in opening a new phase in bilateral cooperation, co-chairing a press conference and witnessing the signing ceremony of cooperation documents including: (i) Agreement on the transfer of sentenced persons between the Socialist Republic of Vietnam and the Republic of Angola; (ii) Agreement on mutual legal assistance in criminal matters between the Socialist Republic of Vietnam and the Republic of Angola; (iii) Memorandum of Understanding on cooperation in crime prevention between the Supreme People's Procuracy of Vietnam and the Attorney General's Office of Angola; (iv) Letter of Intent on Cooperation between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Angola; (v) Action Plan on agricultural cooperation between the Ministry of Agriculture and Environment of Vietnam and the Ministry of Agriculture and Forestry of Angola; (vi) Cooperation agreement between Vietnam Television and Angolan National Television; (vii) Memorandum of Understanding on oil and gas cooperation between the Vietnam Oil and Gas Exploration and Production Corporation and the Angolan Oil and Gas Exploration and Production Company (Sonangol E&P). Within the framework of the visit, the Vietnam Federation of Commerce and Industry and the Angolan Chamber of Commerce and Industry signed a Memorandum of Understanding on cooperation.
