On August 1, in Hanoi, the Ministry of Education and Training coordinated with universities, research institutes and businesses to organize a conference to announce networks of excellent training centers and talents in 4.0 technology.

This is a strategic event in the process of realizing major Resolutions of the Party and Government on science, technology and innovation development, especially Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; Decision 374/QD-TTg of the Prime Minister approving the Project on developing a system of excellent training centers and talents in technology 4.0 by 2030 (Project 374).

The Ministry of Education and Training has established 13 networks of centers of excellence and technology talent training under Project 374; of which, the Northern region has 7 networks, the rest are in the Central and Southern regions. At the event, 7 networks of centers of excellence and technology talent training 4.0 in the North were officially launched.

The goal of Project 374 is to form at least 1-2 networks of excellent and talented training centers in each priority technology field of Industry 4.0.

In the fields of artificial intelligence (AI), semiconductor industry and biotechnology, there are at least 2-3 centers in the three regions of North, Central and South.

Each network is led by a strong university, with at least 5 other universities and a number of domestic and foreign enterprises; thereby organizing excellent programs on adaptive training, retraining, advanced training, and specialized training to develop human resources in a number of priority areas.

Thirteen universities lead the networks by field, including: Hanoi University of Science and Technology: Artificial intelligence, semiconductor industry; University of Science and Technology (University of Danang): Artificial intelligence, semiconductor industry; University of Science and Technology (Vietnam National University, Ho Chi Minh City): Artificial intelligence, semiconductor industry; Academy of Posts and Telecommunications Technology: Next-generation network technology, intelligent network security technology and multimedia communications; Ho Chi Minh City Open University: Educational technology; Hanoi University of Civil Engineering: New materials, construction technology; University of Transport: Smart technology and advanced, intelligent infrastructure; University of Transport Technology: Smart technology and advanced, intelligent infrastructure; Thai Nguyen University: Biotechnology in agriculture; Hue University: Biotechnology in agriculture; Can Tho University: Biotechnology in agriculture; Vietnam National University, Hanoi: Biotechnology in industry and biomedicine; Ho Chi Minh City University of Technical Education: Renewable energy, hydrogen energy.

Speaking at the Conference, Deputy Minister of Education and Training Nguyen Van Phuc assessed that in recent years, science, technology and innovation activities at Vietnamese universities have had significant changes with many strong research groups, rapidly increasing international publications, and expanding links with businesses.

However, in general, potential is still scattered, lacking a synchronous ecosystem and a strong enough legal foundation for public-private partnership models and inter-school research cooperation.

To overcome these shortcomings, Project 374 sets the goal of building strategic “alliances” between universities and businesses, in which each network focuses on a key technology field of the Fourth Industrial Revolution such as artificial intelligence (AI), semiconductors, biotechnology, smart transportation or advanced materials.

Each university, with its own strengths, will play a leading role, connecting units in the network, while expanding international cooperation and attracting social resources.

According to Deputy Minister Nguyen Van Phuc, networks of excellent training centers and talents in 4.0 technology are a strategic model for innovation in higher education in the current period.

“Instead of developing each school individually, we are moving towards a network approach of cooperation and sharing. We believe that with these networks of centers of excellence, the quality of high-tech human resources will make a breakthrough. Through excellent training programs and joint research projects between schools and businesses, students and researchers will be able to acquire the most up-to-date knowledge, practice interdisciplinary skills and experience solving practical technology problems," the Deputy Minister shared.

At the event, Associate Professor, Dr. Nguyen Van Hung, Principal of the University of Transport, the unit assigned to be the focal point for developing a network of excellent training centers on advanced and intelligent transport technology and infrastructure - one of the 7 key networks in the Northern region, said that the school has developed a 5-year network development plan and a 10-year vision.

In parallel with the field of smart transportation, Hanoi University of Science and Technology is also assigned the role of focal point in building a network of centers of excellence in artificial intelligence and semiconductor industry in the North.

According to the plan built by the school, the network will implement 3 main target groups: Developing an excellent training and research center in the field of AI and semiconductor industry, contributing to enhancing national and international status; developing advanced, interdisciplinary training programs with the participation of domestic and international experts; training talented engineers, masters, and doctors to meet professional standards in the era of technology 4.0; developing research and training in the direction of research-startup, linking training with business practices through innovation projects, cooperation with businesses and research institutes./.
