Up to now, the implementation of the project still faces many difficulties. Due to the nature of the aviation industry, universities and colleges in the province are almost unable to participate in training, or can only train in the initial stages.
Project implementation progress is still slow.
Regarding the target, the project organizes training and supports job search at the airport (inside and outside the airport) for about 4.8 thousand permanent workers in Dong Nai province by 2030. Of which, from now to 2026, the policy of integrating training for 1.6 thousand people will be implemented; in the period 2027-2030, both integrated training and training orders will be organized for 3.2 thousand people.
Currently, in Dong Nai province, there are only a few vocational training institutions that have links to train human resources in the aviation sector. The leading institution is Lilama 2 International Technology College, which has cooperated with Vietjet Aviation Academy (VJAA) to coordinate training human resources in 4 professions: aircraft and aircraft equipment maintenance and repair staff; flight dispatchers and operators; aviation equipment and vehicle operators operating in restricted areas of airports and ground handling staff serving flights. The school is also cooperating with VAECO (Aircraft Engineering Company Limited) to train a number of majors in the field of aviation engineering.
In June 2024, Dong Nai High Technology College signed a cooperation agreement with Vietjet Aviation Academy to train the following occupations: aircraft and aircraft equipment maintenance and repair staff; aviation equipment and vehicle control and operation staff operating in restricted areas of the airport; ground handling staff serving flights. With the form of joint training, students will study at the school for 2 years, then study at the joint unit for 1 year to practice on specialized equipment of the aviation industry. Apart from the 2 colleges mentioned above, the remaining vocational training institutions have not yet implemented cooperation in vocational training in the aviation sector.
Output commitment required
Due to the strict and stringent requirements on safety, security and quality, the human resources of the aviation industry have very high standards. According to regulations, all aviation staff must meet professional standards, foreign languages, and have a practice certificate from a training facility approved by the Civil Aviation Authority of Vietnam.
For specific aviation staff positions related to flight safety such as pilots, flight attendants, air traffic controllers, aircraft technicians, etc., stricter standards need to be applied.
From the specific requirements of the industry, it can be seen that universities and vocational training institutions in the province cannot train on their own, but need to cooperate with schools in the human resource training system for the aviation industry. Currently, there are 25 training units certified by the Civil Aviation Authority of Vietnam to be qualified to train and coach aviation staff. To proactively train and supply human resources for Long Thanh International Airport, universities and colleges in the province need to cooperate with these units in training.
One noteworthy piece of information is that the Vietnam Aviation Academy is promoting the Investment Project to build a training facility in Phuoc Thai Commune, Dong Nai Province. However, the project progress is slow due to the lack of clean land.
Regarding this issue, comrade Le Truong Son, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, directed the Department of Agriculture and Environment and related units to focus on solving the problem to create the most favorable conditions for the project.
According to Le Dinh Tham, Principal of Dong Nai High Technology College, the work of linking and coordinating training in the aviation sector is still difficult. He suggested recruiting students who have graduated from similar majors, then providing further training to obtain a professional certificate. To solve the problem of foreign language proficiency, the province needs to have funding to support students to improve their foreign language proficiency.
According to a representative of the Vietnam Aviation Academy, there are currently more than 1,100 students from Dong Nai (including the former Binh Phuoc province) studying at the academy, accounting for 15% of the total number of students of this unit.
One of the difficulties in vocational training for Long Thanh International Airport is the high cost of training, while people are not sure whether they will be able to find a job after completing their studies. Therefore, according to Vice Principal of the College of Mechanics and Irrigation Pham Duy Dong, there needs to be a commitment to solving employment problems after training.
"We can provide professional training, but if we cannot fulfill our commitment to providing jobs for students, we will lose the trust of the people," Mr. Dong expressed his concern.
According to the representative of the Long Thanh International Airport Operation Preparation Board, if students pass the criteria, are sent to vocational training and are granted certificates, they will be able to find jobs. However, right from the beginning, they must be screened according to the employer's standards and must meet the output standards. Thus, schools can recruit students who are studying at the school to participate in airport vocational training courses.
Regarding this issue, Deputy Director of the Department of Education and Training Do Dang Bao Linh said: The Department will be responsible for advising on the spending standards for learners and the Department has proposed that the Provincial People's Committee work with relevant units to sign a cooperation agreement to ensure output for learners.
