Proposing Japan to support new generation ODA for North-South high-speed railway

On the afternoon of November 3, Prime Minister Pham Minh Chinh received Japanese Minister of Economy , Trade and Industry Nishimura Yasutoshi, who is visiting and working in Vietnam.

Affirming that Vietnam always considers Japan a reliable, important and long-term partner, Prime Minister Pham Minh Chinh suggested that the two sides continue to strengthen political trust through high-level visits and contacts as well as ministerial and sectoral levels; enhance connectivity and cooperation between localities and businesses; promote people-to-people exchanges; and facilitate the community of nearly 500,000 Vietnamese people living, studying and working in Japan.

Noting that Vietnam aims to become a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045, the Prime Minister asked Japan to support Vietnam in industrialization and modernization; build an independent, self-reliant economy, proactively integrate deeply, practically and effectively into the international community. In particular, Prime Minister Pham Minh Chinh asked the Japanese Government to support Vietnam in surveying, developing and providing new-generation ODA capital for large-scale strategic infrastructure development projects in Vietnam such as the North-South high-speed railway project...

Minister Nishimura Yasutoshi said that Japan supports Vietnam's goal of becoming a modern industrialized country by 2045 and achieving zero net emissions by 2050, as well as developing future-oriented industries; and asked Vietnam to support the initiative on the "Asian Zero Emission Community" (AZEC) initiated by Japan. Mr. Nishimura Yasutoshi highly agreed with the Prime Minister's proposals, saying that Japan will closely coordinate with Vietnamese ministries, sectors and agencies through working groups to promote cooperation in various fields, especially in science and technology transfer, human resource training, etc.
