Developing strategic blockchain technology in the new era in Vietnam

Creating a favorable environment for blockchain technology enterprises to develop products, access global markets, attract investment and contribute to national digital competitiveness requires the joint efforts of all levels and sectors from central to local levels.

On the morning of August 2, the National Innovation Center (NIC), Ministry of Finance , in collaboration with Solana Foundation, Superteam Vietnam and SUCI Blockchain Hub organized the Workshop "Developing strategic blockchain technology in the new era in Vietnam".

The event marks an important step in making Blockchain a pillar of digital infrastructure, serving the national digital transformation process, developing the digital economy and consolidating technological sovereignty in the new era.

The workshop is one of a series of thematic events aimed at connecting the international community of experts, businesses, and organizations with the same orientation for the development of the blockchain industry in Vietnam, creating opportunities for cooperation, sharing international experiences, and contributing to the formation of a national innovation ecosystem.

By mid-2025, the global stable digital asset market capitalization will reach approximately $273 billion. According to the Citi Institute, the stable digital asset supply could reach $1.6-3.7 trillion by 2030. Boston Consulting Group (BCG) forecasts that the value of stable digital assets will reach $16-19 trillion by 2030 - equivalent to about 10% of global GDP. Deloite forecasts that global crypto real estate is expected to grow from less than $300 billion in 2024 to $1 trillion in 2030. (Source: Conference Organizing Committee)

Speaking at the event, Mr. Vo Xuan Hoai, Deputy Director of the National Innovation Center, said: With the orientation of developing strategic technology industries, Vietnam is proactively creating a legal corridor and support mechanisms to promote innovation. Blockchain is one of the important foundational technologies, contributing to improving national competitiveness and digital sovereignty.

"The event is an opportunity for stakeholders to dialogue, share experiences and build a sustainable development roadmap for this national strategic technology industry." - Deputy Director Nguyen Xuan Hoai emphasized.

As the focal point for implementing strategic technology development tasks, the National Innovation Center (NIC) not only plays a role in connecting domestic and international resources, but also accompanies the business community in the blockchain technology industry to promote the innovation ecosystem.

Dr. Nguyen Thanh Tuyen, Deputy Director of the Department of Information Technology Industry, Ministry of Science and Technology , affirmed that we are entering the era of the digital economy, where data becomes a strategic resource, and reliability in information storage-exchange-verification becomes a core factor of growth.

In that context, blockchain has emerged as a fundamental digital infrastructure, capable of creating digital trust, which remains an essential condition for the sustainable, transparent and efficient operation of the modern economy. “Blockchain is not only a technology but also an opportunity, a part of the future of Vietnam’s digital economy,” said Mr. Tuyen.

According to Mr. Tuyen, in the digital age, blockchain is not just a trend, but a fundamental technology infrastructure that helps increase transparency, prevent corruption, optimize supply chains, increase the value of agricultural products and promote innovation. If Vietnam takes advantage of opportunities and builds a timely legal corridor, it is completely possible for Blockchain to become a strategic pillar in developing the digital economy and ensuring national digital sovereignty.

At the workshop, delegates discussed and analyzed global trends and the possibility of localizing blockchain technology in Vietnam, focusing on clarifying the key trends that are shaping the global blockchain industry, from infrastructure breakthroughs, expanding processing capacity to integration in essential areas such as finance, logistics, healthcare, education and smart urban management.

Based on international practice, experts have assessed the implementation prospects in Vietnam, taking into account economic structure characteristics, digital infrastructure development level, enterprise scale and international integration requirements.

In 2024, Vietnam received a record of 38.23 billion USD in registered FDI capital. Vietnam's real estate industry attracted about 5.6 billion USD in FDI capital in 2024, accounting for nearly 19% of total FDI inflows (about 31 billion USD). Tokenization of real estate can increase significantly. At 10%, equivalent to 500-600 million USD. Tokenization helps reduce investment barriers for individual investors, contributing to improving transparency, auditability and capital efficiency. (Source: Conference Organizing Committee)

On this occasion, delegates also shared about shaping the national “on-chain” model (transactions and activities are performed and recorded directly on the blockchain) and establishing a flexible experimental legal corridor.

According to the delegates, in the context of pioneering countries shifting to a fully digital governance model, the concept of “on-chain nation” is gradually becoming a long-term orientation. Therefore, the delegates also proposed strategic principles in designing a flexible testing mechanism (sandbox), which both protects public interests and expands the room for creativity, ensuring safety and transparency in the process of developing new technology products.

On this occasion, delegates also agreed that connecting digital assets, expanding capital flows, and developing strategic human resources are important contents in the current blockchain strategy. A key content of the program is to promote the conversion of real assets such as real estate, carbon credits, and physical goods to digital infrastructure, contributing to the formation of new asset markets.

At the same time, delve into designing a global investment capital mobilization mechanism, connecting with international financial centers, as well as identifying the focus on training and developing high-quality human resources, ensuring comprehensive blockchain deployment capacity from technical, legal to operational coordination.

The Organizing Committee hopes that this workshop will propose feasible policies and roadmaps for the development of the national blockchain technology industry, and propose action plans at both central and local levels to make blockchain a strategic technology sector of the country.

The contents include institutional orientation, principles of public-private coordination and specific support programs, aiming to enhance national digital competitiveness, ensuring Vietnam's position in the global digital economic era.

Vietnam is in the process of promoting comprehensive digital transformation, developing pioneering technology industries such as AI, semiconductors, Blockchain, big data, financial technology and cybersecurity. In this context, blockchain has emerged as a reliable technology infrastructure, applied in many fields from finance, healthcare, education, supply chain to smart urban management.
