On July 28, the Government Office issued Official Dispatch No. 7003/VPCP - conveying the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh on proposing solutions to address the loopholes from the capsized ship Bay Xanh 58.

According to press reports, the Green Bay ship was designed higher than standard, but did not have an automatic distress signal device, so the monitoring agency did not detect the ship's GPS disconnection early. At 2:05 p.m. on July 19, the ship lost its GPS connection. The ship capsized more than 1km from Tuan Chau wharf and 3km from the mainland.

At the meeting on the afternoon of July 20, Colonel Hoang Van Thuyet, Political Commissar of the Quang Ninh Provincial Military Command, said that at 3:30 p.m. on July 19, the unit received the first accident report, that is, 2 hours after the incident occurred, and 10 minutes later, it deployed a rescue ship to the scene. Dr. Pham Ha, CEO of Lux Group, said that when the GPS signal is lost, the captain has 2 ways to send a warning to the management agency: send a signal via walkie-talkie or press the AIS automatic identification system button next to the driver's seat. If an unexpected incident occurs, the captain or crew member cannot react in time because there is no automatic warning mechanism. This is a flaw in the design of the cruise ship.

At the same time, ships in the bay do not have general guidelines or standards on how to deal with storms. When ships have left port, the weather changes suddenly, leaving no time to react, so regular news bulletins every 6 hours like Vietnam is doing is not enough, we need a real-time marine forecasting system (like the US's Windy website), using coastal radar technology, wave buoys, satellite data, artificial intelligence to simulate and warn for specific areas. Information must be internationally standardized, easy to understand, transmitted on multiple platforms - from mobile applications, VHF radios, to on-board screens...

Regarding the above issue, implementing the direction of Permanent Deputy Prime Minister Nguyen Hoa Binh , the Government Office forwards this content to the Ministry of Construction to propose management solutions; report to the Prime Minister before August 15.
