Surplus rooftop solar power sent to the grid will cost 0 VND

The Ministry of Industry and Trade has just sent for comments on the Draft Document proposing to develop a Government decree regulating the development of rooftop solar power.

In this draft, the Ministry of Industry and Trade asks for specific opinions on a number of issues related to rooftop solar power.

First of all, the issue of rooftop solar power is connected to the national grid for self-use, not selling electricity to other organizations or individuals and not selling electricity to the national grid.

In this case, the Ministry of Industry and Trade develops a policy in which organizations and individuals implementing rooftop solar power development are only allowed to use electricity on-site and not sell electricity to other organizations or individuals, including not selling electricity to Vietnam Electricity Group (meaning no investment in electricity business, no electricity trading activities allowed).

The draft allows organizations and individuals to choose whether or not to generate surplus electricity (if any) from rooftop solar power into the power system. In case of choosing to generate surplus electricity into the power system, the state will record the electricity output at a price of 0 VND (no payment is made, in return the state will allow organizations and individuals to stay on the grid, to be linked to the national grid so that rooftop solar power can operate and function stably).

"In case organizations and individuals choose not to generate surplus electricity into the national grid, they must invest in installing equipment to minimize the generation of surplus electricity into the power system," the draft states.

The rooftop solar power capacity of each organization or individual must be consistent with the existing load at the time of development registration. The Ministry of Industry and Trade notes: The provisions of this clause apply to rooftop solar power nationwide, including rooftop solar power in Ho Chi Minh City implemented in accordance with Resolution No. 98/2023/QH15.

The second case mentioned by the Ministry of Industry and Trade is rooftop solar power that is not connected to the national grid for self-use and does not sell electricity to other organizations or individuals.

In this case, organizations and individuals implementing rooftop solar power development can only use it on-site, not sell electricity to other organizations or individuals, and must ensure that both the power source and the load are not connected to the national grid.

The scale of rooftop solar power installation capacity of each organization or individual is unlimited at the time of development registration.

The Ministry of Industry and Trade expects this Decree to take effect from the date of signing and last until December 31, 2030.
