Clause 12, Article 5 of Circular No. 08/2023/TT-BGDDT dated April 14, 2023 of the Minister of Education and Training amending and supplementing a number of articles of Circulars No. 01, 02, 03, 04/2021/TT-BGDDT dated February 2, 2021 of the Minister of Education and Training stipulating codes, standards for professional titles and appointment and salary classification of teaching staff in public preschool and general education institutions stipulates: From November 3, 2015 to the effective date of this Circular, in case preschool and general education teachers are appointed to a higher rank after the end of the probationary period or after achieving a higher level of training than the prescribed level but have not met other standards and have not passed the exam or promotion exam organized by the competent authority, they must be reappointed to the correct rank according to regulations (including cases of recruitment). used before November 3, 2015 and completed the probationary period as prescribed after November 3, 2015).
Based on the above regulations and your letter, your case is subject to reappointment to the correct professional title of teacher. We recommend that you contact directly the competent authority for appointment of professional titles in the locality for detailed and satisfactory instructions.
