The delegation of the National Assembly's Ethnic Council worked with the Provincial People's Committee

Vice Chairman of the National Assembly's Council for Ethnic Minorities Nguyen Lam Thanh spoke at the working session with leaders of the Provincial People's Committee.

Since implementing the Law on Forest Protection and Development in 2004, by the end of 2023, Dien Bien province has allocated land, allocated forests, and granted forestry land use right certificates (LURCs) with a total area of 501,239.96 hectares. In the 2019-2023 period alone, Dien Bien province has implemented a total area of 93,608.40 hectares. In order to organize production on the allocated forest land area to create stable livelihoods for ethnic minorities, in the 2019-2023 period, the province has implemented a number of policies, programs, and projects to support forestry development such as: Sustainable forestry development program; Sub-project 1, project 3, National Target Program on economic development in ethnic minority areas; sustainable forest protection and development project; support forest development according to Decision No. 38/2016/QD-TTg; Decree No. 75/2015/ND-CP; Decision No. 45/2018/QD-UBND dated December 24, 2018 of the Provincial People's Committee...

The total capital mobilized to implement forest protection and development activities in the province in the period of 2019-2023 is 1,440 billion VND. The budget is mainly allocated to carry out a number of forestry activities such as: Planting protective forests, production forests, scattered trees, developing non-timber forest products, supporting forest protection, zoning and regenerating forests without additional planting and carrying out a number of other specific activities according to regulations.

Practices in recent years have shown that, in addition to appropriate and positive policies that contribute to creating stable income; creating motivation and changing people's thinking about forest management and protection, there are still some regulations and guidelines of central ministries and branches that are not suitable for the actual conditions of Dien Bien province. These are: The order and procedures for converting the purpose of using natural forests to other purposes to implement works and projects take a long time, leading to delays in construction progress and disbursement of allocated capital; there are no specific and clear regulations on sanctions for forest owners who are communities that cause deforestation, forest fires and risk of deforestation; the level of support for forest protection and development activities is still low, so it has not really encouraged people to participate in forest protection and development activities...

Vice Chairman of the Provincial People's Committee Lo Van Tien proposed and recommended to the working delegation a number of regulations and policies on forest management and protection.

Dien Bien province recommends that central ministries and branches consider amending regulations on subjects assigned forests to legally reside in communes where forests are located (stipulated in Point c, Point d, Clause 2, Article 16 and Point a, Clause 3, Article 17 of the Forestry Law); promptly promulgate mechanisms and regulations on implementing forest carbon credits, supplement funding for implementation; and provide guidance on liquidation of forest assets according to the law on public asset management.

The National Assembly Ethnic Council delegation shared the difficulties of Dien Bien province in implementing policies and laws related to forest management and protection, creating livelihoods for ethnic minorities. The delegation will receive and synthesize the difficulties, obstacles and recommendations of Dien Bien province to propose to the Central agencies for timely consideration and resolution, meeting the needs and aspirations of the people; creating sustainable livelihoods for people to stay attached to the forest and protect the forest in a sustainable manner.
