According to a VNA correspondent in Havana, these days the Latin American News Agency (Prensa Latina) has paid special attention to the news that Vietnam will officially implement a two-level local government model (provincial and communal levels) from July 1, 2025, considering this an important step in public administrative reform.

Prensa Latina quoted experts' comments affirming that Vietnam is entering a "new era of state governance" with a modern, dynamic and accessible administrative apparatus; emphasizing that this is not simply a change in organizational structure but a fundamental shift in management thinking, from an administrative command model to a model of truly serving the people, when the government "dares to think, dares to do, dares to take responsibility" in response to the requirements of the digital age and global integration.

The Latin American news agency highlighted the assessment of General Secretary of the Communist Party of Vietnam To Lam, who said that this reform turns the principle of “government serving the people” from a slogan into reality.

Prensa Latina quoted General Secretary To Lam as affirming that this reform is an inevitable requirement to meet the challenges of globalization, digital transformation and the 4.0 industrial revolution.

Latin American press also noted that this event took place at a time of historical significance for Vietnam: the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of the country, and the 40th anniversary of the Doi Moi process.

The "reorganization of the country" of Vietnam was marked by a special ceremony when 18,491 pagodas across the country simultaneously rang bells to pray for national peace and prosperity.

Prensa Latina has given much praise to Vietnam's spirit of "dare to think, dare to do" in granting stronger autonomy to the commune level - the level of government closest to the people, while saving thousands of billions of dong in the budget thanks to streamlining the apparatus.

The articles commented that this is a clear demonstration of the principle of “power belongs to the people,” helping to strengthen the legitimacy of the public apparatus.

The articles emphasized the scale of reform as Vietnam drastically reduced the number of administrative units from 63 provinces/cities to 34, along with reducing the number of communes/wards from more than 10,000 to only 3,321 units.

Prensa Latina said this is a "comprehensive administrative revolution" that helps form administrative units with sufficient scale and resources to promote sustainable development.

Latin American media highly appreciated the reform being implemented in sync with the national digital transformation program. In addition to the challenges in the implementation process when some localities were still confused about decentralization, 34 provinces and cities have completed the establishment of online public service systems according to 28 new decrees.
