Information from the People's Committee of Dam Ha District ( Quang Ninh ) said that the Central Square project 28.1 being implemented in this locality is behind schedule due to lack of materials for leveling the ground.

However, after starting construction in September 2022, the project has only completed 50% of the work volume; mainly the construction part, while the site clearance part cannot be implemented due to lack of site clearance materials.
Thanh Nien 's records on April 4 showed that the construction atmosphere at the construction site of the hundred-billion-dong square project was quite dull; a few workers were working on the auxiliary parts, while the ground was still littered with equipment and rocks.
A representative of the Dam Ha District Project Management Board said that the project was scheduled to be completed by September, but is now "behind schedule". The unit is coordinating with relevant agencies to find solutions to overcome difficulties; especially in finding sources of filling materials to compensate for the delay and is expected to put the project into operation in May 2025.
"The project requires about 20,000 m3 of land for leveling, but currently the source has not been found, making it very difficult to disburse local public investment capital. Last year (2023 - PV), the locality arranged capital but could not disburse it, so it had to switch to another project. The project does not lack money, but there is no land for leveling, so the progress is slow," said a representative of the Dam Ha District Project Management Board.
The entire square area cannot be constructed due to lack of filling materials.
Up to now, this is one of the squares with the largest total investment capital in Quang Ninh province.

The construction unit includes 5 companies: Constrexim8 Construction Investment Joint Stock Company, Nguyen Sinh Construction Investment Joint Stock Company, Linh Quan Construction and Trading Investment Joint Stock Company, Nam Son Import-Export Construction and Trading Joint Stock Company, Quang Ninh Fire Prevention and Fighting Equipment Joint Stock Company.
The highlight of the square project is a bas-relief tens of meters high, expected to be decorated with ceramic paintings.
In the coming time, the Dam Ha District Project Management Board must request an extension to complete the project by May 2025.
