The above content is stated in the draft circular on regulations for high school graduation exams from 2025 announced by the Ministry of Education and Training on August 28.

Accordingly, the Ministry plans to consider and recognize high school graduation by increasing the rate of using students' learning results in grades 10, 11 and 12 to 50%. In the current calculation formula, the results of the school report card account for 30% and only use the grade 12 score; the remaining 70% is based on the scores of the candidates' high school graduation exams.

The Ministry of Education and Training assessed that this change aims to comprehensively assess students' abilities according to the new year's general education program, contributing to achieving many goals of the graduation exam.

The regulations also stipulate that candidates with international language certificates are still exempted from the Foreign Language exam, but it is not calculated as 10 points. Currently, candidates with IELTS 4.0 or equivalent or higher are calculated as 10 points for the English subject.

2025 is the first year that students under the new general education program (2018 program) will take the graduation exam.

The exam consists of four subjects. Of which, two are compulsory, namely Mathematics and Literature; two are optional, including Chemistry, Physics, Biology, Literature, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages (English, German, Russian, Japanese, French, Chinese, Korean). This is the first time that Information Technology and Technology (Industry, Agriculture) have become graduation exam subjects.

The Literature exam will still be in essay format. The remaining subjects will be in multiple-choice format. The Ministry said it will increase differentiation in the exam for all subjects. At the same time, the Ministry will add some new question formats for multiple-choice exams (previously there was only one multiple-choice question format), and at the same time increase differentiation in the exam for all subjects to achieve the exam objectives as announced in the exam plan.

The 2025 high school graduation exam will be held over two days with three sessions, instead of four sessions as before.

All candidates must register for the graduation exam online. In previous years, independent candidates still had to submit their applications directly.

Another new point is that the transportation and printing of exam papers will go through the Government Cipher Committee's system.

In addition, the Ministry plans to add regulations to pilot computer-based testing from 2027 until conditions are met for mass deployment after 2030.
