During the check-in process, candidates must present valid identification documents such as Citizen Identification Card or passport, verify exam registration information, receive exam cards and listen to exam site staff explain exam regulations.
If any errors are found in personal information such as full name, date of birth, priority subjects, priority areas, etc., candidates need to immediately notify the officer in charge for timely adjustment to avoid affecting their rights during the exam.
In case of loss of identification documents, it is necessary to immediately notify the head of the examination site for consideration and support according to regulations.
If there is a valid reason for not being able to come to complete the procedures on the afternoon of June 25, candidates need to proactively contact the school or testing location in advance to receive instructions on solutions, such as completing the procedures later or receiving remote support.
In case of force majeure, candidates need to arrive very early on the morning of the first exam day (June 26) to complete the procedures and receive the exam card.
Hanoi is the locality with the largest number of candidates taking the exam with more than 124,000 candidates, including 2,565 candidates following the 2006 General Education Program and 121,507 candidates following the 2018 General Education Program.

According to Tran The Cuong, Director of the Hanoi Department of Education and Training, in 2025, the number of candidates registering for the exam in Hanoi will increase by nearly 16,000 compared to 2024, putting significant pressure on all areas of exam preparation and organization, from facilities, human resources to security. This large scale increases the complexity of managing two different exam programs.
The city plans to arrange 5,587 rooms for exam supervision, including 5,172 exam rooms; 182 waiting rooms and 233 spare rooms. Arrange 233 exam sites throughout the city. More than 16,000 officers, teachers and staff are mobilized to participate in exam supervision at exam sites; more than 800 officers and teachers participate in exam grading. The city police mobilized nearly 900 officers and soldiers to work at exam supervision, marking and exam grading sites.
This year, the number of exam papers that need to be printed is large, with many exam codes for each exam session and each program type. Of which, the number of multiple-choice exams alone is about 450,000, which are graded and processed on two different software, so it is necessary to increase the grading machines and increase the number of exam graders to complete the task on schedule...
According to the Hanoi Department of Education and Training, up to now, 100% of the exam venues have been thoroughly inspected, and preparations for the exam in Hanoi regarding facilities, human resources and safety conditions for the exam have been ensured. The Hanoi Department of Education and Training has established inspection teams consisting of 16-17 teams to conduct surprise inspections of exam preparation and organization; 5 teams to inspect the protection of exam papers and test papers outside of working hours.
The City Examination Steering Committee has issued a plan to organize the exam, assigned specific tasks to members; established 15 exam inspection teams... Regarding anti-high-tech cheating and strict handling of violations, the Examination Steering Committee especially emphasized the work of ensuring security and safety for the exam, especially in printing and copying exam papers, preventing exam cheating using high-tech equipment.
