Reduce the burden on commune level, build a creative government

At nearly 4 p.m., at the Public Administration Service Center of a ward in Ho Chi Minh City, there were still many people waiting to receive the results of their applications. With a large population, the ward receives more than 1,000 requests for copies and certifications every day.

Along with other types of documents and daily work, it has created great pressure on the staff, civil servants, especially the leaders of the Ward People's Committee. The Vice Chairman of the Ward People's Committee and Director of the Ward Public Administration Service Center shared that there are days when he does almost nothing but... sign documents!

This situation is not unique. In many other wards and communes in Ho Chi Minh City and across the country, leaders of the People's Committee at the grassroots level are "tied up" by the obligation to sign hundreds of administrative documents per day. This leads to the time fund for managing, supervising, and handling key tasks, serving the socio -economic development of the locality being almost "suffocated". When the leader is caught up in such administrative tasks, it is very difficult to fulfill the role of managing, leading, and solving problems arising in the area or thinking about solutions to improve the process of serving the people.

Up to now, after more than 2 weeks of the 2-level local government model operating, many working groups from Ho Chi Minh City have come to survey and listen to feedback from the grassroots. The above-mentioned issue is one of the problems raised by many localities. The leaders of wards and communes also earnestly proposed to allow the Chairman of the People's Committee at the commune level to authorize the Deputy Director of the Public Administration Service Center or the civil servant in charge of justice - civil status to sign administrative procedures to be returned within the day.

Article 14 of the Law on Organization of Local Government 2025 stipulates that civil servants of the People's Committee at the commune level who are authorized by the Chairman of the People's Committee at the commune level to perform certain tasks and powers and are assigned to sign on behalf of the People's Committee at the commune level are allowed to use the seal of the People's Committee at the commune level. The People's Council at the provincial level shall specify this matter in detail. On July 11, the Ministry of Justice also provided guidance to provinces and cities to remove obstacles related to the field of certification. Based on these legal bases, the People's Committee of Ho Chi Minh City needs to promptly study and submit to the People's Council of Ho Chi Minh City to issue a resolution allowing the Chairman of the People's Committee at the commune level to authorize civil servants to handle notarized, certified, and same-day return documents.

It is a fact that the volume of notarization and certification work is very large, not only occurring in Ho Chi Minh City but also in many provinces and cities across the country. This procedure is both costly and time-consuming for the people, and increases the workload for officials and civil servants. To solve this problem, the Government has proactively implemented administrative reform measures, of which reducing administrative procedures is an important task. The Prime Minister has also directed not to require the presentation of documents, notarization, certification or notarization of documents integrated into the electronic identification account (VNeID).

Promoting decentralization and minimizing the need for notarization and certification helps commune-level leaders avoid being bogged down in mere "signing", thereby having more time to properly perform their leadership role, contributing to building a creative government that better serves people and businesses.
