Specifically, the incident occurred during an English speaking contest for primary school students in Dak Nong province. At that time, Major Tran Dinh Tin, Deputy Captain of the Traffic Police - Order Team of Dak Mil district, Dak Nong Provincial Police, was present at the event as a parent of a student. While sitting on the 2nd floor, Mr. Tran Dinh Tin heard the cries of children from the upper floor and immediately ran up to check.

When he arrived at the 4th floor, Mr. Tin discovered a little girl had fallen off the railing, lying outside the seno (outdoor rainwater gutter), about 1.5 meters above the ground. Realizing the emergency, Mr. Tin quickly informed everyone and called for support by bringing out blankets and quilts to cushion the worst case scenario.

Together with Lieutenant Colonel Phan Le Tien - Head of the Dak Mil District Police Staff Team and Mr. Nguyen Xuan Phong - specialist of the Dak Song District Education and Training Department, Major Tin climbed out to save the child. They tried to encourage and stabilize the girl's psychology, while looking for support tools such as ropes and ladders to carry out the rescue. Due to the lack of support vehicles, they were forced to climb over the railing down to the river to reach the child.

“We could only talk and encourage the baby while trying to pick him up safely,” said Mr. Tin. At the same time, thanks to everyone’s quick coordination, Mr. Tin was able to promptly pick the baby up and bring him to a safe area.

According to initial information, the girl followed her parents to watch a speech contest. While playing, she went up to the 4th floor without knowing how to get down, leading to her crawling through the hole under the railing and falling out.

The brave and quick-witted actions of Major Tran Dinh Tin, Lieutenant Colonel Phan Le Tien and the unanimous support of everyone present not only saved the child's life but also demonstrated the sense of responsibility of a People's Public Security soldier. This incident left a deep impression on the people.
