Do not let people be affected when implementing the new Decree on health insurance

The Ministry of Health has just issued a document requesting ministries, branches and localities to urgently implement Decree No. 188/2025/ND-CP on health insurance, ensuring that health insurance examination and treatment activities take place smoothly and do not affect people's rights.

In order to effectively implement Decree No. 188/2025/ND-CP of the Government on guiding the implementation of a number of articles of the Law on Health Insurance, the Ministry of Health has just issued a document to ministries, branches, central agencies and People's Committees of provinces and centrally run cities, requesting close coordination in organizing implementation, ensuring smooth health insurance examination and treatment activities, without affecting the rights of the people.

Decree No. 188/2025/ND-CP issued by the Government on July 1, 2025 is an important document detailing and guiding the implementation of a number of articles of the Law on Health Insurance, while clearly demonstrating the spirit of administrative reform and governance innovation according to Resolution 66 of the National Assembly and specifying the goals of Resolution 57 in the health sector.

According to the Ministry of Health, this Decree marks a step forward in modernizing health insurance management, promoting comprehensive digital transformation and creating a synchronous, transparent, and practical legal corridor.

In the document signed and issued by Deputy Minister of Health, Prof. Dr. Tran Van Thuan, the Ministry of Health requested central ministries, departments and branches to seriously implement the assigned tasks in Article 71 of Decree 188, including the responsibility to coordinate, guide and organize implementation according to their authority.

At the same time, localities need to proactively take action in accordance with the Government 's direction, ensuring the synchronous and effective implementation of the Decree nationwide.

In particular, the Ministry of Health requested the People's Committees of provinces and centrally-run cities to direct the Department of Health to coordinate with the Social Insurance agency and related units to advise on the implementation of state management tasks on health insurance at the local level.

The key contents include: disseminating, popularizing, and training the content of Decree No. 188 for medical examination and treatment facilities and related organizations and individuals; organizing inspection and monitoring of implementation progress; summarizing difficulties and problems arising during the implementation process for timely handling or reporting to competent authorities for consideration and resolution.

The Ministry of Health also requires medical examination and treatment facilities to closely coordinate with the Social Insurance agency in the process of implementing the Decree, in order to ensure the legitimate rights of health insurance participants.

In case of any problems, it is necessary to promptly report to the Department of Health for guidance and handling, to avoid interruption in medical examination and treatment activities using health insurance.

According to the content of Decree 188/2025/ND-CP, there are a total of 12 outstanding new points added and amended.

Notable among them are: adding cases that are not considered as health insurance evasion; adjusting the level of health insurance support for some vulnerable groups; changing the responsibilities of agencies in transferring payment funds and making lists for issuing health insurance cards; new regulations on card issuance procedures, health insurance examination and treatment contracts; adding a direct payment mechanism for health insurance participants.

The Decree also amends regulations on medical examination and treatment costs between medical facilities and social insurance agencies, providing more detailed regulations on adjusting expenditure rates, reserve expenditures and using health insurance funds; at the same time, emphasizing the role of applying information technology and digital transformation in the entire process of health insurance management, payment and appraisal.

In particular, to ensure continuity and adaptability during the period of restructuring the local government apparatus, Decree 188 also adds transitional provisions to facilitate the process of arranging and merging administrative systems in localities.

The Ministry of Health requests that central and local ministries, departments and agencies proactively study and coordinate to fully and effectively implement Decree No. 188/2025/ND-CP. This is an important step, not only to perfect the legal system on health insurance, but also to contribute to building a modern, effective, sustainable health system that puts people at the center, for the goal of universal health care.

By early 2025, the whole country will have 95.52 million people participating in health insurance, reaching 94.2% of the population participating in health insurance, an increase of 2% compared to 2023.

In 2024, 186.2 million health insurance examinations and treatments were recorded, with the proposed payment amount reaching VND 142,985 billion. The implementation of new regulations not only contributes to protecting people's rights but also helps improve the efficiency of the health system, creating maximum convenience for people in the process of medical examination and treatment.
