Two schools' campaign to buy TVs and build garages does not ensure the principle of voluntariness

On October 2, speaking to the press, Mr. Dao Duc Tuan, Director of the Department of Education and Training of Binh Dinh province confirmed that he had directed to immediately correct and rectify the mobilization that did not ensure the principle of voluntariness at a number of high schools in Phu Cat district (Binh Dinh).

According to Mr. Tuan, information about the direction and criticism after the incident was publicly posted by the Department of Education and Training of this province for public opinion and people to grasp.

Previously, there was some information from parents' feedback on the following contents: The Parents' Representative Board of Phu Cat High School No. 3 mobilized to buy televisions for teaching 10th graders; The Parents' Representative Board of Nguyen Huu Quang High School (Phu Cat district) mobilized to collect money to build a student parking lot.

The Department of Education and Training of Binh Dinh province believes that the campaign of the Parents' Representative Committee at the two schools above does not ensure the principle of voluntariness, causing negative impacts on the education and training sector of this province.

Thereby, this department requires the principals of the two schools to coordinate with the Parents' Representative Committee to overcome and stop the above unethical advocacy.

On the same day, speaking to the press, Mr. Nguyen Van Phuong, Principal of Phu Cat High School No. 3, admitted that the incident happened at the school in mid-September 2024. Some parents saw that other schools had televisions for teaching, so they mobilized and installed 5 television sets in the school's 10th grade classes.

However, information later appeared from parents reflecting that the above campaign did not ensure voluntariness and did not consider the circumstances of each student's family.

A parent reported on Facebook that she has 2 children studying at Phu Cat High School No. 3 so she had to pay 400,000 VND (200,000 VND/student) to buy a TV from the above campaign.

After receiving instructions from the provincial Department of Education and Training and verifying, Phu Cat High School No. 3 found that the movement of the Parents' Representative Board, although for the purpose of giving their children better teaching facilities, did not ensure the principle of voluntariness and had not been carefully considered.

“Therefore, the school has worked with the parents’ association to explain and agree that the TVs will be removed and returned. Later, if anyone wants to voluntarily reinstall them, they must do so according to the principles and have specific confirmation so as not to affect the common good,” said Mr. Phuong.

Through the above incidents, the Department of Education and Training of Binh Dinh province has issued a notice to rectify the situation of mobilizing and contributing revenues outside of regulations.

Accordingly, schools are required to end the situation of mobilizing contributions in violation of regulations and managing revenues, and preventing overcharging in the 2024-2025 school year.
