The old 5-storey apartment complex consists of 9 rows of houses located in Group 13, Tan Thinh Ward, Hoa Binh City. According to the reporter's observation, the exterior of the 9 rows of houses has not been painted, covered with moss and mold, the concrete pillars are cracked, and the steel core is exposed.

The walls are peeling and cracked in many places, creating a shabby scene, posing many potential risks to residents living here.

Local residents said that the house has been used for more than 40 years, home to hundreds of households and is seriously deteriorating day by day.

Water from the upper floors seeps down to the lower floors, especially the bathrooms, because each family has repaired them according to their own needs, causing the house to deteriorate quickly.

Mr. Tran Van Trung, a resident of building A1 in the apartment complex, said that the apartment complex was not strictly managed, and that damage was not repaired promptly. Each person repaired it in their own way, and whoever wanted to fix it could do so, drilling and breaking freely, leading to the deformation of the apartment complex, creating a shabby scene.

It is known that the apartment complex was built and put into use in 1978, and used to be the residence of tunnel drilling and machine installation workers of Hoa Binh Hydropower Plant. Currently, more than 260 households here are mainly retired workers of the hydropower plant.

Mr. Tran Van Trung added that this apartment complex is being divided into small residential clusters and is under the management of Hoa Binh Housing Development and Construction Investment Joint Stock Company.
