Accordingly, the Commune Economic Department is assigned to preside over the review and synthesis of the status of construction works, especially degraded houses, areas at risk of flooding or unsafe areas when heavy rain occurs. Public works such as headquarters, schools, cultural houses, medical stations, etc. need to be carefully assessed to propose repairs of essential items, such as electrical systems, water supply and drainage, surrounding walls, toilets, fire prevention and fighting, etc. Along with that, develop plans to evacuate people in dangerous areas to safe facilities such as schools, cultural houses, agency headquarters, etc. Organizations and individuals who own and manage works and houses in the area need to seriously implement measures to reinforce and prevent storms and floods, and at the same time be responsible before the law if violations of construction order occur, causing insecurity.

Contractors must provide adequate means and materials for natural disaster prevention and control at the construction site; conduct emergency response drills according to the “4 on-site” principle. In particular, warning signs and protective fences must be installed at dangerous locations such as manholes, drainage ditches, trees, etc. Underground items, foundations, retaining walls, etc. must be reinforced to prevent landslides and fractures in bad weather.

The Commune People's Committee requested water supply companies, such as Dong Tien Thanh Thu Do Company Limited and Son Tay Water Supply Joint Stock Company, to urgently implement measures to ensure safe and continuous water supply. Factories and pumping stations need to be maintained, their capacity increased, equipment added and new technology updated according to the QCVN 01-1:2024/BYT standards of the Ministry of Health .

These units also need to develop a plan for rotating water supply, install mobile booster pumps and publicize hotline information so that people can contact them when there is a water outage. In all situations, it is necessary to proactively notify people early to promptly store water and have a reasonable usage plan. Electricity coordinates with local authorities to support key units such as medical facilities, disaster prevention and control facilities to ensure continuous power supply or prioritize early recovery after storms... Strengthen propaganda on disaster prevention and control measures through radio stations, commune websites and social networking platforms such as Zalo, Facebook...

On the morning of July 22, the functional forces of Hoa Lac commune directed dredging and clearing the flow in the area:
