Ukrainian President Volodymyr Zelensky said the peace plan proposed by China and Brazil was too vague. Arms aid from allies has increased since September, but Ukraine has not yet been allowed to use long-range missiles to strike deep into Russia.

On the evening of September 20, Ukrainian President Volodymyr Zelensky assessed that the peace plan for Ukraine proposed by China and Brazil this spring was too vague.
"I don't think it's a specific plan. I don't see any specific actions or stages in it, just general procedures. Generalities always hide something," Zelensky told reporters.
In addition, President Zelensky said Ukraine has not yet received permission from the US or UK to use long-range missiles to strike deep into Russian territory.
"Neither the United States nor the United Kingdom gave us permission to use these weapons on Russian territory, at any targets at any distance. We have not used long-range weapons on the territory of the Russian Federation," the Ukrainian president said.
Explaining this, according to Mr. Zelensky, Washington and London are concerned about the "escalation" of hostile actions.
However, Mr Zelensky said Ukraine's allies had stepped up military support for Kiev in early September. "The aid accelerated in September... and we can feel the difference," President Zelensky stressed.
