Opening of the 42nd Annual Meeting of the ASEAN Committee on Disaster Management

On June 13, in Da Nang city, the 42nd Annual Meeting of the ASEAN Committee on Disaster Management (ACDM) officially opened. This is an event within the framework of Vietnam's Chairmanship of ASEAN Cooperation on Disaster Management 2023.

The conference was attended by ASEAN Deputy Secretary General Ekkaphab Phanthavong, more than 60 international delegates who are leaders and officials of disaster prevention and control agencies of 10 ASEAN member countries, the ASEAN Secretariat, the ASEAN Regional Coordinating Center for Humanitarian Assistance on Disasters (AHA Center), ASEAN development partners (including China, Korea, Japan) and a number of international organizations in the region.

Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep - Deputy Head of the National Steering Committee for Natural Disaster Prevention and Control chaired the Conference.

The ACDM conference took place on June 13, focusing on discussing the progress of implementing the ASEAN Agreement on Disaster Management and Emergency Response for the 2021-2025 period; reviewing the progress of developing and implementing documents, mechanisms and activities on regional cooperation in disaster management such as the ASEAN Regional Strategy for Disaster Management (2023-2024); ASEAN Youth Initiative for a Disaster Resilient Region; ASEAN Disaster Risk Communication Framework; financial regulations of the ASEAN Disaster Management and Emergency Response Fund; preparation for the ASEAN Regional Disaster Emergency Response Exercise (ARDEX) 2023 in Indonesia, etc.

During the two days of June 14-15, the Conference will hold a number of related meetings: the 18th AHA Center Board Meeting; the 3rd ASEAN Disaster Resilience Forum (ADRP); meetings between ACDM and regional development partners (China, Japan, Korea).

In his opening speech, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep said that as the Chair of the ASEAN Committee on Disaster Management in 2023, Vietnam is promoting the theme of the ACDM Chairmanship Year as “From Response to Early Action and Resilience: ASEAN’s Journey to Global Leadership in Disaster Management”. This theme aims to emphasize the shift in disaster management orientation from passive response to proactive prevention.

The year 2023 marks the 20th anniversary of the establishment of the ASEAN Committee on Disaster Management. Twenty years ago, our predecessors took the first steps to establish the ASEAN Committee on Disaster Management, comprising the National Disaster Management Offices of all ASEAN Member States, to provide strategic direction for enhancing regional disaster management cooperation. Through ACDM’s coordination with international organizations, great achievements and progress have been made. Vietnam has conducted a mid-term review of the implementation of the framework for disaster risk reduction, the highest of which is the sound legal framework for disaster risk management.

The conference takes place from June 13-16.
