After a period of investigation and prosecution, on July 11, the Investigation Police Agency, Ninh Binh City Police issued a decision to initiate criminal proceedings and prosecute 23 suspects for the crime of "Disturbing public order".
The initial investigation confirmed: At about 9:30 p.m. on April 23, 2023, Hoang Minh Quan, born in 2004, residing in Tay Tho hamlet, Van Hai commune, Kim Son district; Tran Ngoc Diep, born in 2006, residing in hamlet 7, Chat Binh commune, Kim Son district, invited a group of 28 people, aged 15 to 24 ( including 25 people residing in Kim Son district, 3 people residing in Yen Khanh district ) to drive 14 motorbikes, carrying weapons such as pig-stabbing knives, tridents, beer bottles... to Ninh Binh city and Yen Khanh district.
While driving to Ninh Binh city and Yen Khanh district, the above subjects swerved, swerved, overtook recklessly, did not obey traffic lights, shouted and caused public disorder, and used pig-stabbing knives and pitchforks to stab traffic participants, used beer bottles to throw at passersby, causing some people to fall on the road and damage some vehicles...
During the struggle, the subjects admitted their violations and confessed that the reason for committing the crime was to express themselves.
Currently, the Ninh Binh City Police Investigation Agency is urgently completing the case file to handle the case according to the provisions of law.
