On the morning of June 29, with 93.42% of National Assembly deputies in favor, the National Assembly voted to pass the Law on Social Insurance (amended).
Before passing the full law, the National Assembly voted on the plan to withdraw social insurance at one time with a 93.83% approval rate.
Accordingly, those who participated before this law took effect (July 1, 2025) after 12 months of unemployment and have a need can withdraw. Those who start working and participate in the system after July 1, 2025 cannot withdraw social insurance at once, except in special cases.
In addition, the Social Insurance Law (amended) also has many notable new points, such as reducing the age of receiving social pension benefits. People aged 75 and over who do not have a pension, monthly social insurance benefits and other monthly social benefits will receive social pension benefits guaranteed by the state budget.
The law also adds a provision that employees who reach retirement age and have paid social insurance for 15 years or more are entitled to receive a monthly pension. This is to create opportunities for late participants or those who participate intermittently, and who have not accumulated 20 years of social insurance contributions when they reach retirement age, to still receive a pension.
