No increase in health insurance premiums from July 1

Recently, information has appeared on social networks that from July 1, 2025, the health insurance premium will increase from 4.5% to 6%. Director of the Social Insurance Agency of Region XXVIII Pham Minh Thanh confirmed that this is just a rumor and said: Vietnam Social Insurance has just issued a warning about this rumor, there are currently no regulations on adjusting the increase in health insurance premium from July 1.

The family health insurance contribution rate is 4.5% of the basic salary.

According to Vietnam Social Security, Clause 11, Article 1 of Law No. 51/2024/QH15 amending and supplementing the 2024 Law on Health Insurance (effective from July 1, 2025) stipulates that the health insurance contribution rate for participating groups can be up to 6% of the monthly salary used as the basis for compulsory social insurance contributions or the reference level... However, this is not an immediately applicable level, but only the maximum ceiling of the contribution rate allowed within the legal framework. Depending on specific conditions, when necessary, the Government will consider adjusting the appropriate contribution rate to ensure the rights of participants and balance the health insurance fund in the long term.

Currently, the health insurance contribution rate remains at 4.5% of the basic salary, in which: employees and employers each pay 1.5%; the state budget partially supports policy groups; individuals participating in family health insurance pay according to the corresponding prescribed rate. With the current basic salary of VND 2,340,000/month, the corresponding absolute health insurance contribution rate is VND 105,300/person/month.

Vietnam Social Security reminds people participating in family health insurance that if they are required to pay higher than 4.5% of the basic salary, they need to ask the organization or individual collecting health insurance to provide a clear legal basis, especially the decree related to adjusting the contribution rate.

Currently, the Ministry of Health is in charge of drafting a Decree guiding the implementation of the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024. While waiting for the official guidance document to be issued, the Social Insurance Agency recommends that people and employees should only access information from official sources such as: the Government's electronic information portal, the Ministry of Health , Vietnam Social Insurance and central and local news agencies and newspapers.

Any act of intentionally posting or sharing false information to distort policies or take advantage of them for personal gain or to appropriate people's property will be strictly handled according to the provisions of law.

According to Director of Social Insurance Region XXVIII Pham Minh Thanh, the State's support of 100% of health insurance premiums for 20 groups of subjects contributes to building a comprehensive, fair, effective social security system that puts people at the center and leaves no one behind in the country's development process.

4 more groups of subjects will have the entire cost of purchasing health insurance cards covered by the budget

Director of Social Insurance Region XXVIII Pham Minh Thanh said that the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024, which will take effect from July 1, 2025, stipulates that there will be 4 more groups of subjects whose entire cost of purchasing health insurance cards will be covered by the state budget. The expansion of this group of subjects shows that the social security system is increasingly comprehensive, fair and effective, truly putting people at the center.

Specifically, the 4 new groups of subjects that the State pays health insurance for include: regular militia; people aged 75 and over who are receiving monthly survivor benefits; people aged 70 to under 75 from near-poor households who are receiving monthly survivor benefits; people receiving monthly social pension benefits according to the provisions of the law on social insurance; workers who are not eligible for pension and are not old enough to receive social pension benefits and are receiving monthly benefits according to the provisions of the law on social insurance.

Thus, according to the new provisions of the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024, there are currently 20 groups of subjects that are supported by the state budget for 100% of the health insurance premium. This is not only an increase in quantity, but also represents an important policy adjustment to narrow gaps in the social security system, creating conditions for all people, especially vulnerable groups, to access health care services fully and fairly.

“The State’s payment of health insurance for target groups clearly demonstrates the humanity of social security policy. Expanding the scope of support for the entire health insurance premium helps the poor, near-poor, elderly and vulnerable groups have the opportunity to access health services, ensuring their rights to health care,” Mr. Thanh emphasized.
