For the first time, the US and China agree that humans, not AI, should control nuclear weapons.

In Lima, Peru, US President Joe Biden and Chinese President Xi Jinping agreed that humans, not artificial intelligence (AI), should make decisions about the use of nuclear weapons.

The United States maintains a nuclear triangle, consisting of silo-based nuclear ballistic missiles, submarine-launched nuclear missiles, and aircraft-launched missiles.

Reuters today, November 17, quoted a White House announcement saying that the two US and Chinese leaders on November 16 confirmed the need to maintain human control over the decision to use nuclear weapons.

"Both leaders also emphasized the need to carefully consider potential risks and to develop AI technology in the military domain in a prudent and responsible manner," according to the White House.

The Chinese Foreign Ministry has not commented on the above information.

It remains unclear whether the agreement will lead to further dialogue or action on the issue. However, it is a first step between the US and China in discussing two topics that have rarely been discussed in the bilateral relationship: nuclear weapons and AI.

Washington has long urged Beijing to join efforts to negotiate on nuclear weapons. However, formal negotiations on nuclear arms control have not yet taken place because China has refused to participate.

Regarding AI, the US and China launched an official bilateral dialogue on this issue in Geneva (Switzerland) in May. However, the discussion content is said to have not mentioned decisions related to the use of nuclear weapons.

The US Department of Defense estimates that Beijing will have about 500 usable nuclear warheads by 2023, and that number is likely to increase to more than 1,000 by 2030. China has not commented on the Pentagon's figures.
