UN urges political factions in Libya to hold general elections soon

On November 23, the United Nations (UN) Special Envoy to Libya Abdulaye Bathily called on factions in this North African country to send representatives to attend a meeting to seek a solution for national elections.

Mr Bathily said the main factions in Libya should identify the issues that need to be resolved in order to start the voting process.

The factions that will attend the talks include the Government of National Unity (GNU), the Presidential Council and the High State Council (HSC), all based in the capital Tripoli; the Libyan House of Representatives (HoR) and the Libyan National Army (LNA), all based in the eastern city of Benghazi.

Last month, the HoR issued new laws allowing elections to be held, but these documents were not accepted by other factions.

The US, UK, Germany, Italy and France issued a joint statement supporting the move as an opportunity to “put Libya on the path to lasting stability”. Libyan Prime Minister Abdul-Hamed Dbeibah has always stressed the need to hold general elections in the country as soon as possible.

Libya has been unable to hold general elections in December 2021 as scheduled due to disagreements over electoral laws among the country's political parties. Since the 2011 coup that toppled leader Moamer Kadhafi, Libya has been in chaos and has remained deeply divided after fighting between eastern and western armed factions since 2014.

Large-scale conflict has been halted after the parties reached a ceasefire agreement in 2020. However, to date, the factions in Libya have not found a long-term political solution to resolve the conflict.
