There is currently no agreement between the two clubs and PSG will not sell the player for less than £59m. United could meet that asking price but first they would have to create space in their squad - and budget - by selling another midfielder.
Two players who could be sold to facilitate Ugarte's arrival are Brazilian Casemiro, 32, and Scottish international Scott McTominay, 27. Defender Aaron Wan-Bissaka could also be sold if a suitable offer comes in.
Casemiro has previously attracted interest from clubs in the Saudi Pro League, but United's £30m asking price has put some Saudi clubs off the deal. Secret talks are expected to resume in the next two weeks as United look to remove the Brazilian's £375,000-a-week wages from the club's payroll.
Meanwhile, United have rejected a £15m bid from Fulham for McTominay. Last summer, West Ham offered £30m for the Scottish midfielder, but United rejected it. Tottenham are also said to be interested in McTominay.
As United did not have to pay a transfer fee to sign McTominay, selling him would significantly improve the club's position in relation to the Premier League's profit and sustainability rules (PSR).
Ugarte, 23, only joined PSG last June after two seasons in Lisbon with Sporting. He has made 37 appearances for PSG, winning three trophies - Ligue 1, the Coupe de France and the French Super Cup. Ugarte started all six of Uruguay's Copa America games earlier this summer, helping his country finish third.
