Fines for motorcyclists riding on sidewalks increased 10 times

From January 1, 2025, when Decree 168/2024 takes effect, the new fine will be applied to motorcyclists who ride on the sidewalk and go the wrong way on a one-way street or on a road with a no-entry sign. In addition to the fine, violators will also have 2 driving license points deducted.

This fine is 10 times higher than before, when the above acts in Decree 100 were only fined 400,000-600,000 VND.

According to Decree 168, a fine of 4-6 million VND (old level of 600,000-1,000,000 VND) is applied to motorcyclists entering the highway (except for vehicles serving road management and maintenance), not obeying traffic lights, not following instructions of traffic controllers, not giving way or obstructing priority vehicles on duty.

In addition, Clause 2, Article 7 of Decree 168 states that motorcyclists who do not wear helmets or wear helmets that do not fasten the straps properly; motorcyclists who carry passengers who do not wear helmets or wear helmets but do not fasten the straps properly (except in cases of transporting emergency responders, children under 6 years old, or escorting criminals) will be fined 400,000-600,000 VND (old level 300,000-400,000 VND).

People riding motorbikes without wearing helmets or wearing helmets with the straps not fastened properly will be fined from 400,000 to 600,000 VND.

Thus, if the person sitting behind does not wear a helmet, both the driver and they will be fined the same amount of 400,000-600,000 VND.

Authorities will impose a fine of VND200,000-250,000 on those who play soccer, shuttlecock kicking or other sports on the road; sell goods on the road or sidewalk; dry rice, paddy, straw, agricultural, forestry and seafood products or place a threshing machine on the road.

People who occupy the median strip of a dual carriageway to display or sell goods, store construction materials, park or guard vehicles will be fined 500,000-1 million VND. This level is doubled for organizations.

Clause 9, Article 7 of Decree 168 stipulates that motorcyclists who weave or swerve on the road or use a kickstand or other object to scrape the road while the vehicle is running will be fined 8-10 million VND and have their driving license revoked for 10 to 12 months. The old fine for this behavior was 2-3 million VND.

The fine of 8-10 million VND also applies to motorcyclists who drive in groups of two or more vehicles at excessive speed; cause an accident by not stopping the vehicle immediately, not preserving the scene, not helping the victim; not complying with alcohol concentration testing; sitting in the back with arms around the person in front to drive; using the horn, revving the engine (exhaust) continuously in densely populated areas, medical examination and treatment areas...

In addition, a completely new point in Decree 168 is the regulation on cases where the vehicle will be immediately confiscated: letting go of both hands, sitting to one side, lying on the saddle while driving; using feet to drive; changing drivers while the vehicle is running; turning backwards or blindfolded to drive; driving a wheelie.
