Confirming the above information in an interview with Hetq , Ms. Zeya clarified that this was a long-planned event, and emphasized: "We welcome the strengthening of cooperation in the field of civil defense and security between the US and Armenia."

On July 11, Armenian Foreign Minister Ararat Mirzoian and US Under Secretary of State for European and Eurasian Affairs James O'Brien met in the Caucasus country's capital Yerevan and agreed to upgrade bilateral dialogue from the committee level to the level of a strategic partnership.

Armenia, Russia's closest regional ally, announced its withdrawal from the Moscow-led Collective Security Treaty Organization (CSTO) in June.

In recent years, tensions in relations with Moscow have pushed Yerevan closer to Western countries such as the United States, the European Union and even the North Atlantic Treaty Organization (NATO).

Yerevan and Washington are currently participating in a joint military exercise called US-Armenia Eagle Partnership 2024, which kicked off in the middle of this month and will end on July 24.

Responding to the press on July 18, Russian Foreign Ministry spokeswoman Maria Zakharova said that the military exercises were alarming, especially after Yerevan withdrew from the CSTO and tended to move closer to NATO.

Russia's TASS news agency quoted the diplomat as stressing that Western countries "are frantically trying to drag Armenia into various forms of interaction in the South Caucasus and surrounding regions."

Ms. Zakharova noted that Russia has always been and remains committed to fulfilling its allied obligations, including ensuring Armenia's security, but questioned whether Yerevan is committed to fulfilling its allied obligations.
