During the 3 days from September 9 to 11, heavy rains in Hanoi's inner city and surrounding areas caused severe flooding on many roads. In particular, Nam An Khanh Urban Area (Hoai Duc District) was partially flooded.

As soon as the power was restored, many businesses had to use pumps to pump the water out. Locals said that the water inside the tunnel was about 2 meters deep, and if they used a small-capacity pump, it would take a whole day to drain the tunnel.

Mr. Nguyen Khang (37 years old), who is renting a townhouse to run a restaurant in this urban area, said that to pump water out of the basement, he had to buy a high-capacity water pump. "The high-capacity pump has been in use since the evening of September 11. The money to buy oil for the pump to operate has cost more than 1 million, it's expensive but still very difficult!", Mr. Khang said.

In this urban area, the basements are designed lower than the road surface, so when it rains heavily for a long time, many families cover the doors with steel plates but the water still flows back in. For houses without pumps, the basements are almost completely flooded, and many properties are damaged.

According to regulations, when building an urban area, at least technical infrastructure and drainage must be synchronized. However, currently, many new urban areas in Hanoi are becoming "hot spots" for flooding and pollution.
