In 2025, the Dak Nong Construction Investment Project Management Board (formerly) was assigned VND 1,997 billion to implement 27 projects. However, by the end of June 2025, only VND 241 billion of this amount had been disbursed, reaching 12.1% of the plan. The reason for the delay was that many projects encountered difficulties in site clearance.

The 23/3 Square project (Bac Gia Nghia ward) started construction on December 27, 2022. To date, the construction volume has reached about 64%, but some items such as the landscape axis combined with thematic flower garden, the security house and public toilet items have not been implemented. According to the investor, the project progress is slow because 63 households (total area of 3.9 hectares) have not yet handed over the land. The work of determining specific land prices has not been agreed with the people. In addition, the rainy weather has made it difficult to transport soil and level the ground.
Similarly, the Dao Nghia - Quang Khe Road project (phase 2, section through Dong Gia Nghia ward and Kien Duc commune) with a total investment of VND830 billion has only disbursed VND267.2 billion. This is one of the projects facing the most difficulties in site clearance. Currently, 27 households have not yet identified the origin of the land due to lack of legal documents, ownerless land or disputed land. In addition, about 3.5 hectares of land for the construction of diversion canals, water collection and waste disposal sites have not yet been agreed upon by the people.
Also in a “standstill” state is the Dak Nong Museum, Library and Park Complex project. However, due to the lack of space to synchronously construct the project items, the construction volume has so far reached about 56.3% of the contract value.
According to the Dak Nong Construction Investment Project Management Board, with the current progress, some projects are expected to be completed in 2025, but the Dao Nghia - Quang Khe Road project is likely to be extended to 2026. In addition to urging contractors to speed up construction, the investor is closely coordinating with local authorities to urgently and resolutely remove obstacles in site clearance. Mr. Thach Canh Tinh - Chairman of Dong Gia Nghia Ward People's Committee said: "In parallel with implementing site clearance in a rolling manner, the locality is strengthening the work of mobilizing and propagating to the people to soon have clean land and hand it over to the construction unit".
In 2025, Lam Dong aims to disburse 100% of public investment capital. Identifying site clearance as one of the bottlenecks in implementing public investment projects, Lam Dong Provincial People's Committee requested localities to urgently establish a Site Clearance Compensation Appraisal Council, focusing on removing obstacles to speed up the progress of key national projects and works in the area.
On July 23, during a field inspection of projects, Chairman of Lam Dong Provincial People's Committee Ho Van Muoi assessed that the progress of disbursement of public investment capital in the province is very poor, only about 23.25%, while the whole country has reached 35.37%. The leaders of the Provincial People's Committee requested that the Dak Nong Construction Investment Project Management Board and localities must be more drastic in site clearance work.
The Lam Dong region strives to complete the Dak Nong General Hospital and 23/3 Square projects in 2025. For the Dao Nghia - Quang Khe Road project, local authorities need to speed up the counting, verify the origin of the land and mobilize people to agree to hand over the site.
