On November 13, the leader of Quang Ninh Provincial Police said that he had directed the Traffic Police force to take action after VietNamNet newspaper reported that disguised contract vehicles were operating chaotically on the road.
The leader of Quang Ninh Provincial Police affirmed that the traffic police force will be on duty on all routes where disguised contract bus companies operate inter-provincially.
In addition, Quang Ninh Provincial Police directed the Criminal Police, Public Order Police and District Police to focus on thoroughly handling bus companies with unclear contracts and picking up passengers along the way, causing disorder and insecurity. These bus companies will be strictly punished.
"This must be handled within a week, not prolonged. For contracted car companies that operate under false pretenses, there will be a reconnaissance force following them to consolidate evidence to be eligible for administrative and possible criminal handling," informed the leader of Quang Ninh Provincial Police.
A representative of the Quang Ninh Department of Transport said that the sector has had peak periods of handling violations by transport units in the area. However, it is very difficult to handle them thoroughly, the handling must be regular and continuous.
Chief Inspector of Quang Ninh Department of Transport Vu Van Bang said that after receiving information from VietNamNet Newspaper, the unit coordinated with the Department of Transport and Vehicle Management of Quang Ninh Department of Transport to inspect the transport enterprise Hoang Hai Limousine.
Hoang Hai Limousine Transport Enterprise is licensed and issued a badge by the Department of Transport of Thai Binh Province. In terms of State management, the Department Inspectorate or the Department of Transport of Quang Ninh cannot inspect or examine this enterprise. The inspection and handling of Hoang Hai Limousine Enterprise must be carried out by the Department of Transport of Thai Binh Province.
According to Mac Duc Son, Head of the Department of Transport and Vehicle Management of Quang Ninh Department of Transport, the vehicles licensed to operate by the Quang Ninh Department of Transport are controlled and managed by the local transport sector. As for vehicles licensed to operate by other provinces and then entering Quang Ninh province, the Department cannot control the traffic.
The detection and handling of disguised contract vehicles from other provinces entering Quang Ninh will be undertaken by the functional forces on duty on the road.
According to records on November 11, Hoang Hai Limousine transport company still stops and parks cars to pick up passengers along the road, directly collecting money from passengers on the trip.
Previously, VietNamNet reported on the situation of disguised contract vehicles operating everywhere, carrying passengers like fixed-route vehicles in localities across the country, including Quang Ninh.
These contract vehicles blatantly stop and park in public places to wait for passengers along the way.
