Hanoi Department of Education and Training requests Tet bonus plan for teachers

(Dan Tri) - On the afternoon of January 6, the Hanoi Department of Education and Training sent a document to the city's leaders regarding the incident in which hundreds of teachers are at risk of losing their Tet bonuses.


A leader of the Hanoi Department of Education and Training (DET) announced this information on the evening of January 6.

Accordingly, the Department has proposed to the leaders of Hanoi city and specialized departments to have a plan to ensure the legitimate rights of teachers according to Decree 73.

"It is difficult for teachers to live on their salary, especially to pay for the expensive cost of living in Hanoi. The bonus is a spiritual encouragement for teachers, so that they can work with peace of mind," the leader said.

Decree 73 of the Government issued at the end of June 2024 stipulates the salary and bonus regime for civil servants, public employees and military personnel. In which, the bonus is calculated based on outstanding achievements and the results of assessment and classification of task completion. The bonus fund is equal to 10% of the total annual salary fund, excluding allowances.

Many schools in provinces and cities have implemented this Decree and rewarded teachers according to their work classification.

However, according to Resolution 46 of the Hanoi People's Council dated December 10, additional income is only for cadres, civil servants and public employees of public service units whose regular expenses are fully guaranteed by the state budget.

This means that teachers at schools that are not covered by the state budget for all regular expenses will not be eligible for additional income.

In Hanoi, all public high schools and many public primary and secondary schools in districts that are given autonomy in regular spending in the 2024-2025 period will not have access to additional income under Decree 73.

This autonomy is not essentially due to an increase in school revenues but due to a change in the form of allocation from budget allocation to ordering. Teachers of these schools receive the same income level as non-autonomous schools.

509 cadres, teachers and civil servants under the city's management wrote a petition letter to Hanoi leaders regarding the shortcomings of Resolution 46, requesting legitimate and fair rights for all teachers.

"When Decree 73 was issued, teachers were all happy. Because this year could be the first Tet in their teaching career that they receive a bonus of 4-7 million VND.

Therefore, the information that we will not receive Tet bonuses according to Resolution 46 makes us extremely disappointed," said teacher Nguyen Van Duong - a teacher at Phu Xuyen A High School, one of the 509 teachers who signed the petition.
