Regarding the recent 10th grade entrance exam and high school graduation exam, Chairman of the Committee for Culture and Society Nguyen Dac Vinh said that these are two very big issues. In particular, with the 10th grade entrance exam, we will have to discuss and debate very carefully the issue of student streaming and how to organize high school education. When discussing the policy to amend the Law on Vocational Education, the Ministry of Education and Training proposes to develop vocational high schools. If this is done well, the pressure of high school entrance exams will be reduced.

Regarding the high school graduation exam, Mr. Nguyen Dac Vinh commented that this is the first time the high school graduation exam has been organized according to the new general education program, operating with many sets of textbooks in parallel. Therefore, the exam questions are more practical and have more content outside the program.

"Students' adaptation to new testing methods and formats is also an issue. The issue is highly specialized, so the Committee has asked the Ministry of Education and Training to report. We will also consult with general education experts and experts with in-depth knowledge of test making to make specific assessments," said Chairman Nguyen Dac Vinh.

The Chairman of the Committee on Culture and Society expressed the general view that the exam questions must be highly classified and aimed at improving quality, to avoid not being able to classify students, causing difficulties for universities in the admission selection process; affecting the quality of training at university and post-secondary levels.

Regarding the requirement to improve foreign language proficiency for students, gradually making English the second language in schools, Director Nguyen Dac Vinh said that Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo (on implementing fundamental and comprehensive innovation in education and training) clearly identified the importance of foreign languages in the integration period. Currently, the language of communication at seminars, conferences, and research is mainly English. In international integration, from business, tourism, and communication, English is highly valued.

"Our current education system does not meet the requirements, so the Politburo wants to innovate and improve the quality of English training in schools. We will continue to discuss to find appropriate ways to implement it," said Director Nguyen Dac Vinh.
