The Government issued Decision 347 (February 2025) approving the Project on developing a system of excellent training centers and talents in technology 4.0 by 2030 (referred to as Decision 347).
The Project aims to form at least 1 or 2 networks of excellent and talented training centers in each priority technology field of Industry 4.0. In particular, in the fields of artificial intelligence, semiconductor industry and biotechnology, at least 2 or 3 networks of excellent and talented training centers will be formed in the three regions of North - Central - South.

Each network of excellent and talented training centers is led by a strong university, with at least 5 universities and a number of domestic and foreign enterprises participating.
Each network organizes at least 1 excellent program on adaptive training, retraining, advanced training, and specialized training for human resource development in a number of priority technology fields of Industry 4.0.

Each network is expected to attract at least 100 talented scientists and experts, both Vietnamese overseas and foreigners, to participate in teaching and scientific research in higher education institutions in Vietnam.
With the assigned functions and tasks, in June, the Ministry of Education and Training issued instructions on implementing the tasks and solutions of Decision No. 374 to higher education institutions. The Ministry of Education and Training selected 13 higher education institutions to lead training centers of excellence and technology talent in 9 fields:

These are also 13 centers for training talents and excellence in 4.0 technology, considered the core of the network.
Associate Professor Dr. Nguyen Hoang Long, Rector of the University of Transport Technology, said that in the past time, the University has invited and established a large-scale network of 12 prestigious universities (Hanoi University of Science and Technology, Hanoi University of Civil Engineering, University of Science and Technology - University of Da Nang, University of Transport, Ho Chi Minh City University of Transport, Can Tho University, Hanoi University of Architecture, Ho Chi Minh City University of Technical Education, Central University of Construction, Western University of Construction, Kien Giang University...); 2 specialized research institutes; enterprises in the fields of technology, construction and transportation (Vietnam Posts and Telecommunications Group - VNPT, Tri Nam Group, Vietnam Railways Corporation...) and agencies under the Ministry of Construction and localities with practical application needs.

The school will preside over and coordinate with units in the network to design excellent talent training programs, integrate artificial intelligence, IoT, big data, new material technology and green energy into training programs and teaching curricula; implement research programs, technology transfer, international publications; build and invest in advanced laboratories, simulations, open innovation centers, connecting practice - technology - invention right in training and research activities.
