The report on the development of a plan to organize the high school graduation exam from 2025 by the Ministry of Education and Training stated the opinions of a survey in Ho Chi Minh City, Long An , Tay Ninh, Lang Son and Bac Giang. In addition to the two previously proposed options, there were many additional suggestions for Option 2+2.

Specifically, candidates studying the high school program and the high school continuing education program must take 4 subjects, including 2 compulsory subjects: Math, Literature and 2 subjects that candidates choose from the remaining subjects studied in grade 12, including Foreign Language and History. As a result, 17,981 officials and teachers participated in the survey. Of which, nearly 60% chose Option 2+2 subjects.

According to the Ministry of Education and Training, the 2+2 option has the advantage of reducing exam pressure for students and reducing costs for students' families and society (candidates only take 4 subjects, currently 6 subjects). The number of exam sessions is also reduced by a few sessions compared to present.

In addition, this also does not cause an imbalance between the admission combinations, suitable for students' career orientation, creating conditions for students to spend time studying subjects of their choice that are suitable for their career orientation.

Candidates can choose 2 optional subjects to take the exam to help them develop their strengths, creating favorable conditions for candidates to use the high school graduation exam results to consider university admission. However, the disadvantage is that it affects the teaching and learning of History and Foreign Languages, these two subjects are currently compulsory.

Previously, the Ministry of Education and Training consulted with officials and teachers of high schools across the country and asked for opinions from leaders of Departments of Education and Training about two options.

Option 1, Option 4+2, candidates must take 6 subjects, including 4 compulsory subjects (Literature, Math, Foreign Language, History) and 2 subjects candidates choose from the remaining subjects studied in grade 12.

Candidates studying the GDTX program (this group of candidates does not have to take the compulsory Foreign Language subject) must take 5 subjects, including 3 compulsory subjects (Literature, Math, History) and 2 subjects that candidates choose from the remaining subjects studied in grade 12.

Option 2, Option 3+2, candidates must take 5 subjects, including 3 compulsory subjects (Literature, Math, Foreign Language) and 2 subjects that candidates choose from the remaining subjects studied in grade 12 (including History).

Candidates studying the GDTX program (this group of candidates does not have to take the compulsory Foreign Language subject) must take 4 subjects, including 2 compulsory subjects (Literature, Math) and 2 subjects that candidates choose from the remaining subjects studied in grade 12.

The Ministry of Education and Training continues to consult with localities and experts on the number of subjects suitable for the 2023 high school graduation exam according to three options: 4+2, 3+3 and 2+2.

2025 is the time when the first batch of students following the new general education program will take the graduation exam. On September 20, Deputy Minister of Education and Training Pham Ngoc Thuong said that the Ministry is actively completing the exam plan, doing it thoroughly with the motto of being concise, not stressful, not pressured, not costly, having a roadmap, having innovation but also inheriting and absorbing.

Currently, the high school graduation exam is organized with 6 subjects, including Math, Literature, Foreign Language, Natural Science (Physics, Chemistry, Biology) or Social Science (History, Geography, Civic Education).
