The Ministry of Education and Training has just issued an official dispatch to the Departments of Education and Training on instructions for implementing general education tasks for the 2025-2026 school year.
In particular, the Ministry requires localities to calculate many synchronous solutions to overcome the shortage of teachers. Specifically, localities must sign teaching contracts; mobilize, second, transfer, and arrange inter-school teaching; not let the arrangement and organization of the apparatus interrupt or cause a shortage of teachers; and overcome the use of teachers who are not suitable for their training majors.
Localities need to develop a mechanism to mobilize highly qualified human resources, including artisans, artists, professional athletes, foreign volunteers... to participate in organizing educational activities in schools, especially in the fields of culture, arts, sports, and life skills.
Educational institutions need to be proactive and creative in mobilizing and effectively using resources, gradually improving the quality of teachers, especially teachers of foreign languages, teaching other subjects in foreign languages, teaching integrated education programs, especially English, and moving towards making English the second language in schools.

Previously, the Ministry of Education and Training said that by the end of the first semester of the 2024-2025 school year, the country would be short of more than 120,000 public preschool and primary school teachers. Of these, nearly 65,000 positions had been assigned to localities but only about 6,000 people had been recruited.
The Ministry of Education and Training has requested the People's Committees of provinces and cities to urgently direct the recruitment of teachers to meet the assigned number of positions; not to let the work of arranging and streamlining the apparatus affect the recruitment.
Localities need to have mechanisms and policies to attract teachers, order training, and enhance teacher training; specifically identify the number and structure of teachers lacking by year, level, and subject from the 2026 to 2031 school year, and report to the Ministry of Education and Training.
According to the Ministry of Education and Training, the shortage of teachers is common in many places, especially teachers of integrated subjects (history - geography, natural sciences), and specialized subjects (English, information technology, music , fine arts), but is slow to be overcome due to many reasons.
Training at universities for music and fine arts pedagogy (university training period is 4 years) is not enough to meet the demand for teachers for recruitment.
In addition, the number of children and students is increasing due to population growth and universal education at some levels. Compared to more than 10 years ago, the average number of preschool students increased by 1 child/class, group of classes; the number of primary school students increased by 3.7 students/class; and the number of secondary school students increased by 4 students/class.
The Ministry of Education and Training also requires localities to guide teachers to proactively review and adjust language materials in lessons, topics, and practice materials in textbooks to suit reality, especially in the context of arranging administrative boundaries and implementing a two-level government.
Localities and schools proactively select appropriate content and topics from approved local educational materials, organize adjustments, integration and flexible use according to the cultural - social - geographical characteristics of the new administrative unit after the arrangement.
